Or, you could just ignore the FCC, and use non-backdoor VOIP.  Shouldn't be very difficult to do.

Or encrypt/decrypt the voice stream outside of the VOIP hardware.

Result: proper VOIP is developed and sold by folks who live outside the US.

As usual, any attempt by the feds to regulate the internet fails.
