Ahem. Let's get back to business on this thread, eh? Thunder, after reading the following compilation by Dr. Cuddy, let me know whether or not you feel there is a concerted effort to undermine everything that American sovereignty stands for, okay? If we can agree that some folks do indeed have an agenda to dumb-down America for assimilation into the global government (which means the total loss of American sovereignty), then perhaps we can come to see that it is "possible, theoretically" that the more fringe-activist elements within the U.S. Federal government, (criminals like Dick Cheney and Paul Wolfowitz and etc), may have felt it necessary to engender some act(s) of "terrorism" in order to hasten the fulfillment of the globalists' agenda.

In the mainline media, those who adhere to the position that there is some kind of "conspiracy" pushing us towards a world government are virulently ridiculed. The standard attack maintains that the so-called "New World Order" is the product of turn-of-the-century, right-wing, bigoted, anti-semitic racists acting in the tradition of the long-debunked Protocols of the Learned Elders of Zion, now  
promulgated by some Militias and other right-wing hate groups.    
The historical record does not support that position to any large degree but it has become the mantra of the socialist left and their cronies, the media.  
The term "New World Order" has been used thousands of times in this century by proponents in high places of federalized world government. Some of those involved in this collaboration to achieve world order have been Jewish. The preponderance are not, so it most definitely is not a Jewish agenda.  
For years, leaders in education, industry, the media, banking, etc., have promoted those with the same Weltanschauung (world view)as theirs.  
Of course, someone might say that just because individuals promote their friends doesn't constitute a conspiracy. That's true in the usual sense. However, it does represent an "open conspiracy," as described by noted Fabian Socialist H.G. Wells in The Open Conspiracy: Blue Prints for a World Revolution (1928).    
In 1913, prior to the passage of the Federal Reserve Act President Wilson's The New Freedom was published, in which he revealed:  
"Since I entered politics, I have chiefly had men's views confided to me privately. Some of the biggest men in the U. S., in the field of commerce and manufacturing, are afraid of somebody, are afraid of something. They know that there is a power somewhere so organized, so subtle, so watchful, so interlocked, so complete, so  
pervasive, that they had better not speak above their breath when they speak  
in condemnation of it."  
On November 21, 1933, President Franklin Roosevelt wrote a letter to Col. Edward Mandell House, President Woodrow Wilson's close advisor: "The real truth of the matter is, as you and I know, that a financial element in the larger centers has owned the Government ever since the days of Andrew Jackson... "    
That there is such a thing as a cabal of power brokers who control government behind the scenes has been detailed several times in this century by credible sources. Professor Carroll Quigley was Bill Clinton's mentor at Georgetown University. President Clinton has publicly paid homage to the influence Professor Quigley had on his life.  
In Quigley's magnum opus Tragedy and Hope (1966), he states: "There does exist and has existed for a generation, an international ... network which operates, to some extent, in the way the radical right believes the Communists act. In fact, this network, which we may identify as the Round Table Groups, has no aversion to cooperating with the Communists, or any other groups and frequently does so. I know of the operations of this network because I have studied it for twenty years and was permitted for two years, in the early 1960s, to examine its papers and secret records. I have no aversion to it or to most of its aims and have, for much of my life, been close to it and to many of its instruments. I have objected, both in the past and recently, to a few of its policies... but in general my chief difference of opinion is that it wishes to remain unknown, and I believe its role in history is significant enough to be known."  
Even talk show host Rush Limbaugh, an outspoken critic of anyone claiming a push for global government, said on his February 7, 1995 program: "You see, if you amount to anything in Washington these days, it is because you have been plucked or handpicked from an Ivy League school -- Harvard, Yale, Kennedy School of Government -- you've shown an aptitude to be a good Ivy League type, and so you're plucked so-to-speak, and you are assigned success. You are assigned a certain role in government somewhere, and then your success is monitored and tracked, and you go where the pluckers and the handpickers can put you."  
On May 4, 1993, Council on Foreign Relations (CFR) president Leslie Gelb said on The Charlie Rose Show that: "... you [Charlie Rose] had me on [before] to talk about the New World Order! I talk about it all the time. It's one world now. The Council [CFR] can find, nurture, and begin to put people in the kinds of jobs this country needs. And that's going to be one of the major enterprises of the Council under me."  
Previous CFR chairman, John J. McCloy (1953-70), actually said they have been doing this since the 1940s (and before).  
The thrust towards global government can be well-documented but at the end of the twentieth century it does not look like a traditional conspiracy in the usual sense of a secret cabal of evil men meeting clandestinely behind closed doors. Rather, it is a "networking" of like-minded individuals in high places to achieve a common  
goal, as described in Marilyn Ferguson's 1980 insider classic, The Aquarian  
Perhaps the best way to relate this would be a brief history of the New World  Order, not in our words but in the words of those who have been striving to make it real.  
1912 -- Colonel Edward M. House, a close adviser of President Woodrow Wilson, publishes Phillip Dru: Administrator in which he promotes "socialism as dreamed of by Karl Marx."  
1913 -- The Federal Reserve (neither federal nor a reserve) is created. It was planned at a secret meeting in 1910 on Jekyl Island, Georgia by a group of bankers and politicians. This transferred the power to create money from the American government to a private group of bankers. It is probably the largest generator of debt in the world.

May 30, 1919 -- Prominent British and American personalities establish the Royal Institute of International Affairs in England and the Institute of International Affairs in the U.S. at a meeting arranged by Col. House attended by various Fabian socialists, including noted economist John Maynard Keynes. Two years later, Col. House reorganizes the Institute of International Affairs into the Council on  
Foreign Relations (CFR).  
December 15, 1922 -- The CFR endorses World Government in its magazine Foreign Affairs. Author Philip Kerr, states: "Obviously there is going to be no peace or prosperity for mankind as long as [the earth] remains divided into 50 or 60 independent states until some kind of international system is created... The real problem today is that of the world government."  
1928 -- The Open Conspiracy: Blue Prints for a World Revolution by H.G. Wells is published. A former Fabian Socialist, Wells writes:  
"The political world of the ... Open Conspiracy must weaken, efface, incorporate and supersede existing governments... The Open Conspiracy is the natural inheritor of socialist and communist enthusiasms; it may be in control of Moscow before it is in control of New York... The character of the Open Conspiracy will now be plainly  
displayed... It will be a world religion."    
1931 -- Students at the Lenin School of Political Warfare in Moscow are taught:  
"One day we shall start to spread the most theatrical peace movement the world has ever seen. The capitalist countries, stupid and decadent ... will fall into the trap offered by the possibility of making new friends. Our day will come in 30 years or so... The bourgeoisie must be lulled into a false sense of security."  
1931 -- In a speech to the Institute for the Study of International Affairs at Copenhagen) historian Arnold Toyee said: "We are at present working discreetly with all our might to wrest this mysterious force called sovereignty out of the clutches of the local nation states of the world. All the time we are denying with our lips what we are doing with our hands...."    
1932 -- New books are published urging World Order:  
Toward Soviet America by William Z. Foster. Head of the Communist Party USA, Foster indicates that a National Department of Education would be one of the means used to develop a new socialist society in the U.S.  
The New World Order by F.S. Marvin, describing the League of Nations as the first attempt at a New World Order. Marvin says, "nationality must rank below the claims of mankind as a whole."  
Dare the School Build a New Social Order? is published. Educator author George Counts asserts that:  "... the teachers should deliberately reach for power and then make the most of their conquest" in order to "influence the social attitudes, ideals and behavior of the coming generation... The growth of science and technology has carried us into a new age where ignorance must be replaced by knowledge, competition by cooperation, trust in Providence by careful planning and private capitalism by some form of social economy."    
1933 -- The first Humanist Manifesto is published. Co-author John Dewey, the noted philosopher and educator, calls for a synthesizing of all religions and "a socialized and cooperative economic order."  
Co-signer C.F. Potter said in 1930: "Education is thus a most powerful ally of humanism, and every American public school is a school of humanism. What can the theistic Sunday schools, meeting for an hour once a week, teaching only a fraction of the children, do to stem the tide of a five-day program of humanistic teaching?"  
1933 -- The Shape of Things to Come by H.G. Wells is published. Wells predicts a second world war around 1940, originating from a German-Polish dispute. After 1945 there would be an increasing lack of public safety in "criminally infected" areas. The plan for the "Modern World-State" would succeed on its third attempt (about 1980), and come out of something that occurred in Basra, Iraq. The book also states, "Although world government had been plainly coming for some years, although it had been endlessly feared and murmured against, it found no opposition prepared anywhere."  
1934 -- The Externalization of the Hierarchy by Alice A. Bailey is published. Bailey is an occultist, whose works are channeled from a spirit guide, the Tibetan Master [demon spirit] Djwahl Kuhl. Bailey uses the phrase "points of light" in connection with a "New Group of World Servers" and claims that 1934 marks the beginning of "the organizing of the men and women... group work of a new order... [with] progress defined by service... the world of the Brotherhood... the Forces of  
Light... [and] out of the spoliation of all existing culture and civilization, the new world order must be built."  
The book is published by the Lucis Trust, incorporated originally in New York as the Lucifer Publishing Company. Lucis Trust is a United Nations NGO and has been a major player at the recent U.N. summits.  
Later Assistant Secretary General of the U.N. Robert Mueller would credit the creation of his World Core Curriculum for education to the underlying teachings of Djwahl Kuhl via Alice Bailey's writings on the subject.
1932 -- Plan for Peace by American Birth Control League founder Margaret Sanger (1921) is published. She calls for coercive sterilization, mandatory segregation, and rehabilitative concentration camps for all "dysgenic stocks" including Blacks, Hispanics, American Indians and Catholics.  
October 28, 1939 -- In an address by John Foster Dulles, later U.S. Secretary of State, he proposes that America lead the transition to a  new order of less independent, semi-sovereign states bound together by a league or federal union.  
1939 -- New World Order by H. G. Wells proposes a collectivist one-world
“state” or "new world order" comprised of "socialist democracies." He advocates "universal conscription for service" and declares that "nationalist ndividualism... is the world's disease." He continues:  "The manifest necessity for some collective world control to eliminate warfare and the less generally admitted necessity for a  
collective control of the economic and biological life of mankind, are  
aspects of one and the same process." He proposes that this be accomplished through  
"universal law" and propaganda (or education)."    
1940 -- The New World Order is published by the Carnegie Endowment for International Peace and contains a select list of references on regional and world federation, together with some special plans for world order after the war.  
December 12, 1940 -- In The Congressional Record an article entitled A New World Order John G. Alexander calls for a world federation.  
1942 -- The leftist Institute of Pacific Relations publishes Post War Worlds by P.E. Corbett: "World government is the ultimate aim... It must be recognized that the law of nations takes precedence over national law... The process will have to be assisted by the deletion of the nationalistic material employed in educational textbooks and its replacement by material explaining the benefits of wiser association."  
June 28, 1945 -- President Truman endorses world government in a speech: "It will be just as easy for nations to get along in a republic of the world as it is for us to get along in a republic of the United States."  
October 24, 1945 -- The United Nations Charter becomes effective. Also on October 24, Senator Glen Taylor (D-Idaho) introduces Senate Resolution 183 calling upon the U.S. Senate to go on record as favoring creation of a world republic including an international police force.  
1946 -- Alger Hiss is elected President of the Carnegie Endowment for International Peace. Hiss holds this office until 1949. Early in 1950, he is convicted of perjury and sentenced to prison after a sensational trial and Congressional hearing in which Whittaker Chambers, a former senior editor of Time, testifies that Hiss was a member of his Communist Party cell.  
1946 -- The Teacher and World Government by former editor of the NEA Journal (National Education Association) Joy Elmer Morgan is published. He says:  
"In the struggle to establish an adequate world government, the teacher... can do much to prepare the hearts and minds of children for global understanding and cooperation... At the very heart of all the agencies which will assure the coming of world government must stand the school, the teacher, and the organized profession."  
1947 -- The American Education Fellowship, formerly the Progressive Education Association, organized by John Dewey, calls for the: "... establishment of a genuine world order, an order in which national sovereignty is subordinate to world authority... "  
October, 1947 -- NEA Associate Secretary William Carr writes in the NEA Journal that teachers should: "... teach about the various proposals that have been made for the strengthening of the United Nations and the establishment of a world citizenship and world government."  
1948 -- Walden II by behavioral psychologist B.F. Skinner proposes "a perfect society or new and more perfect order" in which children are reared by the State, rather than by their parents and are trained from birth to demonstrate only desirable behavior and characteristics. Skinner's ideas would be widely implemented by educators in the 1960s, 70s, and 80s as Values Clarification and Outcome Based Education.  
July, 1948 -- Britain's Sir Harold Butler, in the CFR's Foreign Affairs, sees "a New World Order" taking shape: "How far can the life of nations, which for centuries have thought of themselves as distinct and unique, be merged with the life of other nations? How far are they prepared to sacrifice a part of their sovereignty without which there can be no effective economic or political union?... Out of the prevailing confusion a new world is taking shape... which may point the way toward the new order... That will be the beginning of a real United Nations, no longer crippled by a split personality, but held together by a common faith."  
1948 -- UNESCO president and Fabian Socialist, Sir Julian Huxley, calls for a radical eugenic policy in UNESCO: Its Purpose and Its Philosophy. He states: "Thus, even though it is quite true that any radical eugenic policy of controlled human breeding will be for many years politically and psychologically impossible, it will be important for UNESCO to see that the eugenic problem is examined with the greatest care and that the public mind is informed of the issues at stake that much that is now unthinkable may at least become thinkable."  
1948 -- The preliminary draft of a World Constitution is published by U.S. educators advocating regional federation on the way toward world federation or government with England incorporated into a European federation.  
The Constitution provides for a "World Council" along with a "Chamber of Guardians" to enforce world law. Also included is a "Preamble" calling upon nations to surrender their arms to the world government, and includes the right of this "Federal Republic of the World" to seize private property for federal use.  
February 9, 1950 -- The Senate Foreign Relations Subcommittee introduces Senate Concurrent Resolution 66 which begins: "Whereas, in order to achieve universal peace and justice, the present Charter of the United Nations should be changed to provide a true world government constitution."    
The resolution was first introduced in the Senate on September 13, 1949 by Senator Glen Taylor (D-Idaho). Senator Alexander Wiley (R-Wisconsin) called it "a consummation devoutly to be wished for" and said, "I understand your proposition is either change the United Nations, or change or create, by a separate convention, a world order." Senator Taylor later stated:  
"We would have to sacrifice considerable sovereignty to the world organization to enable them to levy taxes in their own right to support themselves."  
1950 -- In testimony before the Senate Foreign Relations Committee, international financier James P Warburg said: "We shall have a world government, whether or not we like it. The question is only whether world government will be achieved by consent or by conquest."  
April 12, 1952 -- John Foster Dulles, later to become Secretary of State, says in a speech to the American Bar Association in Louisville, Kentucky, that "treaty laws can override the Constitution." He says treaties can take power away from Congress and give them to the President. They can take powers from the States and give them  
to the Federal Government or to some international body and they can cut across the rights given to the people by their constitutional Bill of Rights. A Senate amendment, proposed by GOP Senator John Bricker, would have provided that no treaty could supersede the Constitution, but it fails to pass by one vote.  
1954 -- Prince Bernhard of the Netherlands establishes the Bilderbergers,   international politicians and bankers who meet secretly on an annual basis.  
1954 -- H. Rowan Gaither, Jr., President - Ford Foundation said to Norman Dodd of the Congressional Reese Commission: "... all of us here at the policy-making level have had experience with directives ... from the White House.... The substance of them is that we shall use our grant-making power so as to alter our life in the United States that we can be comfortably merged with the Soviet Union."  
1954 -- Senator William Jenner said: "Today the path to total dictatorship in the United States can be laid by strictly legal means, unseen and unheard by the Congress, the President, or the people... outwardly we have a Constitutional  
government. We have operating within our government and political system, another body representing another form of government, a bureaucratic elite which believes our Constitution is outmoded and is sure that it is the winning side.... All the strange developments in the foreign policy agreements may be traced to this group who are going to make us over to suit their pleasure.... This political action  
group has its own local political support organizations, its own pressure groups,  
its own vested interests, its foothold within our government, and its own propaganda apparatus."  
1958 -- World Peace through World Law is published, where authors Grenville Clark and Louis Sohn advocate using the U.N. as a governing body for the world, world disarmament, a world police force and legislature.    
1959 -- The Council on Foreign Relations calls for a New International Order Study Number 7, issued on November 25, advocated: "... new international order [which] must be responsive to world aspirations for peace, for social and economic change... an international order... including states labeling themselves as 'socialist' [communist]."  
1959 -- The World Constitution and Parliament Association is founded which later develops a Diagram of World Government under the Constitution for the Federation of Earth.  
1959 -- The Mid-Century Challenge to U.S. Foreign Policy is published, sponsored by the Rockefeller Brothers' Fund. It explains that the U.S.: "... cannot escape, and indeed should welcome... the task which history has imposed on us. This is the task of helping to shape a new world order in all its dimensions -- spiritual, economic, political, social."    
September 9, 1960 -- President Eisenhower signs Senate Joint Resolution 170, promoting the concept of a federal Atlantic Union. Pollster and Atlantic Union Committee treasurer, Elmo Roper, later delivers an address titled, The Goal Is Government of All the World, in which he states: "For it becomes clear that the first step toward World Government cannot completed until we have advanced on the four fronts: the economic, the military, the political and the social."  
1961 -- The U.S. State Department issues a plan to disarm all nations and arm the United Nations. State Department Document Number 7277 is entitled Freedom From War: The U.S. Program for General and Complete Disarmament in a Peaceful World. It details a three-stage plan to disarm all nations and arm the U.N. with the final stage in which "no state would have the military power to challenge the progressively strengthened U.N. Peace Force."  
March 1, 1962 -- Sen. Clark speaking on the floor of the Senate about PL 87-297 which calls for the disbanding of all armed forces and the prohibition of their re-establishment in any form whatsoever. "... This program is the fixed, determined and approved policy of the government of the United States."    
1962 -- New Calls for World Federalism. In a study titled, A World Effectively Controlled by the United Nations, CFR member Lincoln Bloomfield states: ".. if the communist dynamic was greatly abated, the West might lose whatever incentive it has for world government."  
The Future of Federalism by author Nelson Rockefeller is published. The one-time Governor of New York, claims that current events compellingly demand a "new world order," as the old order is crumbling, and there is "a new and free order struggling to be born." Rockefeller says there is: "a fever of nationalism... [but] the nation-state is becoming less and less competent to perform its international political tasks.... These are some of the reasons pressing us to lead vigorously toward the true building of a new world order... [with] voluntary service... and our dedicated faith in the brotherhood of all mankind.... Sooner perhaps than we may realize... there will evolve the bases for a federal structure of the free world."  
1963 -- J. William Fulbright, Chairman of the Senate Foreign Relations Committee speaks at a symposium sponsored by the Fund for the Republic, a left-wing project of the Ford Foundation: "The case for government by elites is irrefutable...  
government by the people is possible but highly improbable."  
1964 -- Taxonomy of Educational Objectives, Handbook II is published. Author Benjamin Bloom states: "... a large part of what we call 'good teaching' is the teacher's ability to attain affective objectives through challenging the students' fixed beliefs."    
His Outcome-Based Education (OBE) method of teaching would first be tried as Mastery Learning in Chicago schools. After five years, Chicago students' test scores had plummeted causing outrage among parents. OBE would leave a trail of wreckage wherever it would be tried and under whatever name it would be used. At the same time, it would become crucial to globalists for overhauling the education system to promote attitude changes among school students.  
1964 -- Visions of Order by Richard Weaver is published. He describes: "progressive educators as a 'revolutionary cabal' engaged in 'a systematic attempt to undermine society's traditions and beliefs.'"  
1967 -- Richard Nixon calls for New World Order. In Asia after Vietnam, in the October issue of Foreign Affairs, Nixon writes of nations' dispositions to evolve regional approaches to development needs and to the evolution of a "new world order."    
1968 -- Joy Elmer Morgan, former editor of the NEA Journal publishes The American Citizens Handbook in which he says: "the coming of the United Nations and the urgent necessity that it evolve into a more comprehensive form of world government  
places upon the citizens of the United States an increased obligation to  
make the most of their citizenship which now widens into active world citizenship."  
July 26, 1968 -- Nelson Rockefeller pledges support of the New World Order. In an Associated Press report, Rockefeller pledges that, "as President, he would work toward international creation of a new world order."  
1970 -- Education and the mass media promote world order. In Thinking About A New World Order for the Decade 1990, author Ian Baldwin, Jr. asserts that: "... the World Law Fund has begun a worldwide research and educational program that will introduce a new, emerging discipline -- world order -- into educational curricula throughout the world... and to concentrate some of its energies on bringing basic world order concepts into the mass media again on a worldwide level."  
1972 -- President Nixon visits China. In his toast to Chinese Premier Chou En-lai, former CFR member and now President, Richard Nixon, expresses "the hope that each of us has to build a new world order."  
May 18, 1972 -- In speaking of the coming of world government, Roy M. Ash, director of the Office of Management and Budget, declares that: "within two decades the institutional framework for a world economic community will be in place... [and] aspects of individual sovereignty will be given over to a supernational authority."  
1973 -- The Trilateral Commission is established. Banker David Rockefeller  organizes this new private body and chooses Zbigniew Brzezinski, later National Security Adviser to President Carter, as the Commission's first director and invites Jimmy Carter to become a founding member.  
1973 -- Humanist Manifesto II is published: "The next century can be and should be the humanistic century... we stand at the dawn of a new age... a secular society on a planetary scale.... As non-theists we begin with humans not God, nature not  
deity... we deplore the division of humankind on nationalistic grounds.... Thus we look to the development of a system of world law and a world order based upon transnational federal government.... The true revolution is occurring."  
April, 1974 -- Former U. S. Deputy Assistant Secretary of State, Trilateralist and CFR member Richard Gardner's article The Hard Road to World Order is published in the CFR's Foreign Affairs where he states that: "the 'house of world order' will have to be built from the bottom up rather than from the top down... but an end run around national sovereignty, eroding it piece by piece, will accomplish much  
more than the old-fashioned frontal assault."  
1974 -- The World Conference of Religion for Peace, held in Louvain, Belgium is held. Douglas Roche presents a report entitled We Can Achieve a New World Order.  
The U.N. calls for wealth redistribution: In a report entitled New International Economic Order, the U.N. General Assembly outlines a plan to redistribute the wealth from the rich to the poor nations.  
1975 -- A study titled, A New World Order, is published by the Center of  
International Studies, Woodrow Wilson School of Public and International Studies, Princeton University.  
1975 -- In Congress, 32 Senators and 92 Representatives sign A Declaration of Interdependence, written by historian Henry Steele Commager. The Declaration states that: "we must join with others to bring forth a new world order... Narrow  
notions of national sovereignty must not be permitted to curtail that  
Congresswoman Marjorie Holt refuses to sign the Declaration saying: "It calls for the surrender of our national sovereignty to international organizations. It declares that our economy should be regulated by international authorities. It proposes that we enter a 'new world order' that would redistribute the wealth created by the American people."

1975 -- Kissinger on the Couch is published. Authors Phyllis Schlafly and former CFR member Chester Ward state: "Once the ruling members of the CFR have decided that the U.S. government should espouse a particular policy, the very substantial  
research facilities of the CFR are put to work to develop arguments, intellectual and emotional, to support the new policy and to confound, discredit, intellectually and politically, any opposition... "  
1976 -- RIO: Reshaping the International Order is published by the globalist Club of Rome, calling for a new international order, including an economic redistribution of wealth.    
1977 -- The Third Try at World Order is published. Author Harlan Cleveland of the Aspen Institute for Humanistic Studies calls for: "changing Americans' attitudes and institutions" for "complete disarmament (except for international soldiers)" and "for individual entitlement to food, health and education."  
1977 -- Imperial Brain Trust by Laurence Shoup and William Minter is published. The book takes a critical look at the Council on Foreign Relations with chapters such as: Shaping a New World Order: The Council's Blueprint for Global Hegemony, 1939-1944 and Toward the 1980's: The Council's Plans for a New World Order.  
1977 -- The Trilateral Connection appears in the July edition of Atlantic Monthly. Written by Jeremiah Novak, it says: "For the third time in this century, a group of American schools, businessmen, and government officials is planning to fashion a  
New World Order... "  
1977 -- Leading educator Mortimer Adler publishes Philosopher at Large in which he says: "... if local civil government is necessary for local civil peace, then  
world civil government is necessary for world peace."  
1979 -- Barry Goldwater, retiring Republican Senator from Arizona, publishes his autobiography With No Apologies. He writes: "In my view The Trilateral Commission represents a skillful, coordinated effort to seize control and consolidate the four centers of power -- political, monetary, intellectual, and ecclesiastical. All  
this is to be done in the interest of creating a more peaceful, more productive world community. What the Trilateralists truly intend is the creation of a  
worldwide economic power superior to the political governments of the nation-states involved. They believe the abundant materialism they propose to create will overwhelm existing differences. As managers and creators of the system they will rule the future."  
1984 -- The Power to Lead is published. Author James McGregor Burns admits:  
"The framers of the U.S. constitution have simply been too shrewd for us. The have outwitted us. They designed separate institutions that cannot be unified by mechanical linkages, frail bridges, tinkering. If we are to 'turn the Founders upside down' -- we must directly confront the constitutional structure they erected."  
1985 -- Norman Cousins, the honorary chairman of Planetary Citizens for the World We Chose, is quoted in Human Events: "World government is coming, in fact, it is inevitable. No arguments for or against it can change that fact." Cousins was also president of the World Federalist Association, an affiliate of the World Association for World Federation (WAWF), headquartered in Amsterdam. WAWF is a leading force for world federal government and is accredited by the U.N. as a Non-Governmental Organization.  
1987 -- The Secret Constitution and the Need for Constitutional Change is sponsored in part by the Rockefeller Foundation. Some thoughts of author Arthur S. Miller are: "... a pervasive system of thought control exists in the United States... the citizenry is indoctrinated by employment of the mass media and the system of public education... people are told what to think about... the old order is crumbling... Nationalism should be seen as a dangerous social disease... A new vision is required to plan and manage the future, a global vision that will transcend national boundaries and eliminate the poison of nationalistic solutions... a new  
Constitution is necessary."  
1988 -- Former Under-secretary of State and CFR member George Ball in a January 24 interview in the New York Times says: "The Cold War should no longer be the kind of obsessive concern that it is. Neither side is going to attack the other  deliberately ... If we could internationalize by using the U.N. in conjunction with  
the Soviet Union, because we now no longer have to fear, in most cases, a Soviet  
veto, then we could begin to transform the shape of the world and might get the U.N. back to doing something useful... Sooner or later we are going to have to face restructuring our institutions so that they are not confined merely to the nation-states. Start first on a regional and ultimately you could move to a world basis."  
December 7, 1988 -- In an address to the U.N., Mikhail Gorbachev calls for mutual consensus: "World progress is only possible through a search for  
universal human consensus as we move forward to a new world order."  
May 12, 1989 -- President Bush invites the Soviets to join World Order. Speaking to the graduating class at Texas A&M University, Mr. Bush states that the United States is ready to welcome the Soviet Union "back into the world order."  
1989 -- Carl Bernstein's (Woodward and Bernstein of Watergate fame) book  
Loyalties: A Son's Memoir is published. His father and mother had been members of the Communist party. Bernstein's father tells his son about the book: "You're going to prove [Sen. Joseph] McCarthy was right, because all he was saying is that the system was loaded with Communists. And he was right... I'm worried about the kind of book you're going to write and about cleaning up McCarthy. The problem is that everybody said he was a liar; you're saying he was right... I agree that the Party was a force in the country."  
1990 -- The World Federalist Association faults the American press. Writing in their Summer/Fall newsletter, Deputy Director Eric Cox describes world events over the past year or two and declares: "It's sad but true that the slow-witted American press has not grasped the significance of most of these developments. But most  
federalists know what is happening... And they are not frightened by the old  
bug-a-boo of sovereignty."
September 11, 1990 -- President Bush calls the Gulf War an opportunity  
for the New World Order. In an address to Congress entitled Toward a New World Order, Mr. Bush says: "The crisis in the Persian Gulf offers a rare opportunity to  
move toward an historic period of cooperation. Out of these troubled times... a new  
world order can emerge in which the nations of the world, east and west, north and south, can prosper and live in harmony.... Today the new world is struggling to be born."  
September 25, 1990 -- In an address to the U.N., Soviet Foreign Minister Eduard Shevardnadze describes Iraq's invasion of Kuwait as "an act of terrorism [that] has been perpetrated against the emerging New World Order." On December 31, Gorbachev declares that the New World Order would be ushered in by the Gulf Crisis.  
October 1, 1990 -- In a U.N. address, President Bush speaks of the:  "... collective strength of the world community expressed by the U.N. ... an historic movement towards a new world order... a new partnership of nations... a time when humankind came into its own... to bring about a revolution of the spirit and the mind and begin a journey into a... new age."    
1991 -- Author Linda MacRae-Campbell publishes How to Start a Revolution at Your School in the publication In Context. She promotes the use of "change agents" as "self-acknowledged revolutionaries" and "co-conspirators."  
1991 -- President Bush praises the New World Order in a State of Union Message:  
"What is at stake is more than one small country, it is a big idea – a new world order... to achieve the universal aspirations of mankind... based on shared principles and the rule of law.... The illumination of a thousand points of light.... The winds of change are with us now."    
February 6, 1991 -- President Bush tells the Economic Club of New York: "My vision of a new world order foresees a United Nations with a revitalized peacekeeping function."  
June, 1991 -- The Council on Foreign Relations co-sponsors an assembly Rethinking America's Security: Beyond Cold War to New World Order which is attended by 65 prestigious members of government, labor, academia, the media, military, and the professions from nine countries. Later, several of the conference participants joined some 100 other world leaders for another closed door meeting of the Bilderberg Society in Baden Baden, Germany. The Bilderbergers also exert  
considerable clout in determining the foreign policies of their respective  
governments. While at that meeting, David Rockefeller said in a speech:  
"We are grateful to the Washington Post, The New York Times, Time Magazine and other great publications whose directors have attended our meetings and respected their promises of discretion for almost forty years. It would have been impossible for us to develop our plan for the world if we had been subjected to the lights of publicity during those years. But, the world is now more sophisticated and prepared  
to march towards a world government. The supranational sovereignty of an  
intellectual elite and world bankers is surely preferable to the national auto-determination practiced in past centuries."  
July, 1991 -- The Southeastern World Affairs Institute discusses the New World Order. In a program, topics include, Legal Structures for a New World Order and The United Nations: From its Conception to a New World Order. Participants include a former director of the U.N.'s General Legal Division, and a former Secretary General of International Planned Parenthood.  
Late July, 1991 -- On a Cable News Network program, CFR member and former CIA director Stansfield Turner (Rhodes scholar), when asked about Iraq, responded: "We have a much bigger objective. We've got to look at the long run here. This is an example -- the situation between the United Nations and Iraq -- where the United Nations is deliberately intruding into the sovereignty of a sovereign nation... Now this is a marvelous precedent (to be used in) all countries of the world... "  
October 29, 1991 -- David Funderburk, former U. S. Ambassador to Romania, tells a North Carolina audience: "George Bush has been surrounding himself with people who  
believe in one-world government. They believe that the Soviet system and  
the American system are converging." The vehicle to bring this about, said  
Funderburk, is the United Nations, "the majority of whose 166 member states are socialist, atheist, and anti-American."  
Funderburk served as ambassador in Bucharest from 1981 to 1985, when he resigned in frustration over U.S. support of the oppressive regime of the late Rumanian dictator, Nicolae Ceausescu.  
October 30, 1991: -- President Gorbachev at the Middle East Peace Talks in Madrid states: "We are beginning to see practical support. And this is a very significant sign of the movement towards a new era, a new age... We see both in our country and elsewhere... ghosts of the old thinking... When we rid ourselves of their presence, we will be better able to move toward a new world order... relying on the relevant mechanisms of the United Nations."  
Elsewhere, in Alexandria, Virginia, Elena Lenskaya, Counsellor to the Minister of Education of Russia, delivers the keynote address for a program titled, Education for a New World Order.  
1992 -- The Twilight of Sovereignty by CFR member (and former Citicorp Chairman) Walter Wriston is published, in which he claims: "A truly global economy will require ... compromises of national sovereignty... There is no escaping the system."  
1992 -- The United Nations Conference on Environment and Development (UNCED) Earth Summit takes place in Rio de Janeiro this year, headed by Conference Secretary-General Maurice Strong. The main products of this summit are the Biodiversity Treaty and Agenda 21, which the U.S. hesitates to sign because of opposition at home due to the threat to sovereignty and economics. The summit says the first world's wealth must be transferred to the third world.  
July 20, 1992 -- Time magazine publishes The Birth of the Global Nation by Strobe Talbott, Rhodes Scholar, roommate of Bill Clinton at Oxford University, CFR Director, and Trilateralist, in which he writes: "All countries are basically social arrangements... No matter how permanent or even sacred they may seem at any one time, in fact they are all artificial and temporary... Perhaps national sovereignty wasn't such a great idea after all... But it has taken the events in our own wondrous and terrible century to clinch the case for world government."  
As an editor of Time, Talbott defended Clinton during his presidential campaign. He was appointed by President Clinton as the number two person at the State Department behind Secretary of State Warren Christopher, former Trilateralist and former CFR Vice-Chairman and Director. Talbott was confirmed by about two-thirds of the U.S. Senate despite his statement about the unimportance of national sovereignty.    
September 29, 1992 -- At a town hall meeting in Los Angeles, Trilateralist and former CFR president Winston Lord delivers a speech titled Changing Our Ways: America and the New World, in which he remarks: "To a certain extent, we are going to have to yield some of our sovereignty, which will be controversial at home... [Under] the North American Free Trade Agreement (NAFTA)... some Americans are  
going to be hurt as low-wage jobs are taken away."  
Lord became an Assistant Secretary of State in the Clinton administration.  
1992 -- President Bush addressing the General Assembly of the U.N said: "It is the sacred principles enshrined in the United Nations charter to which the American people will henceforth pledge their allegiance."  
Winter, 1992-93 -- The CFR's Foreign Affairs publishes Empowering the United Nations by U.N. Secretary General Boutros-Boutros Ghali, who asserts:  "It is undeniable that the centuries-old doctrine of absolute and exclusive sovereignty no longer stands... Underlying the rights of the individual and the rights of peoples is a dimension of universal sovereignty that resides in all humanity... It is a sense that increasingly finds expression in the gradual expansion of international  
law... In this setting the significance of the United Nations should be evident and accepted."  
1993 -- Strobe Talbott receives the Norman Cousins Global Governance Award for his 1992 Time article, The Birth of the Global Nation and in appreciation for what he has done "for the cause of global governance." President Clinton writes a letter of congratulation which states: "Norman Cousins worked for world peace and world  
government.... Strobe Talbott's lifetime achievements as a voice for global harmony  
have earned him this recognition... He will be a worthy recipient of the Norman Cousins Global Governance Award. Best wishes... for future success."  
Not only does President Clinton use the specific term, "world government," but he also expressly wishes the WFA "future success" in pursuing world federal government. Talbott proudly accepts the award, but says the WFA should have given it to the other nominee, Mikhail Gorbachev.  
July 18, 1993 -- CFR member and Trilateralist Henry Kissinger writes in the Los Angeles Times concerning NAFTA: "What Congress will have before it is not a conventional trade agreement but the architecture of a new international system... a first step toward a new world order."  
August 23, 1993 -- Christopher Hitchens, Socialist friend of Bill Clinton when he was at Oxford University, says in a C-SPAN interview: "... it is, of course the case that there is a ruling class in this country, and that it has allies internationally."  
October 30, 1993 -- Washington Post ombudsman Richard Harwood does an op-ed piece about the role of the CFR's media members: "Their membership is an acknowledgment of their ascension into the American ruling class [where] they do not merely analyze and interpret foreign policy for the United States; they help make it."  
January/February, 1994 -- The CFR's Foreign Affairs prints an opening article by CFR Senior Fellow Michael Clough in which he writes that the "Wise Men" (e.g. Paul Nitze, Dean Acheson, George Kennan, and John J. McCloy) have: "assiduously guarded it [American foreign policy] for the past 50 years... They ascended to power during World War II... This was as it should be. National security and the national interest, they argued must transcend the special interests and passions of the people who make up America... How was this small band of Atlantic-minded  
internationalists able to triumph ... Eastern internationalists were able to  
shape and staff the burgeoning foreign policy institutions... As long as the Cold  
War endured and nuclear Armageddon seemed only a missile away, the public was willing to tolerate such an undemocratic foreign policy making system."  
1994 -- In the Human Development Report, published by the UN Development Program, there was a section called "Global Governance For the 21st Century". The administrator for this program was appointed by Bill Clinton. His name is James Gustave Speth. The opening sentence of the report said: "Mankind's problems can no longer be solved by national government. What is needed is a World Government. This can best be achieved by strengthening the United Nations system."  
1995 -- The State of the World Forum took place in the fall of this year, sponsored by the Gorbachev Foundation located at the Presidio in San Francisco. Foundation President Jim Garrison chairs the meeting of who's-whos from around the world including Margaret Thatcher, Maurice Strong, George Bush, Mikhail Gorbachev and others. Conversation centers around the oneness of mankind and the coming global  
government. However, the term "global governance" is now used in place of "new  
world order" since the latter has become a political liability, being a lightning  
rod for opponents of global government.  
1996 -- The United Nations 420-page report Our Global Neighborhood is published. It outlines a plan for "global governance," calling for an international Conference on Global Governance in 1998 for the purpose of submitting to the world the necessary treaties and agreements for ratification by the year 2000.

In Quigley's magnum opus Tragedy and Hope (1966), he states: "There does exist and has existed for a generation, an international ... network which operates, to some extent, in the way the radical right believes the Communists act. In fact, this network, which we may identify as the Round Table Groups, has no aversion to cooperating with the Communists, or any other groups and frequently does so. I know of the operations of this network because I have studied it for twenty years and was permitted for two years, in the early 1960s, to examine its papers and secret records. I have no aversion to it or to most of its aims and have, for much of my life, been close to it and to many of its instruments. I have objected, both in the past and recently, to a few of its policies... but in general my chief difference of opinion is that it wishes to remain unknown, and I believe its role in history is significant enough to be known."

Quigley was an insider. They let him publish his book because he praises the genius of the globalist ideal. His view was that the idea of a one-world government was too good to be kept secret. Thus, what we now have is a testament from within the globalist movement itself, a scholar who believed in their plan. What he has given us is an insight into how the invisible powers behind government use the visible powers of government to effect "policy" both domestic and foreign. What he has given us is a direct link to the New England Tory resistance to the American Revolution and a history of that resistance's movement through American social and financial and cultural institutions for the retaking for the British Empire of the United State of America. While we note that sick fact, let us also recall that the British Intelligence trained our CIA, and while we chew on that fact, let us recall that our CIA was itself created in part by Allen Dulles, the Wall Street lawyer who helped arrange Hitler's rise to power in the late 1920s and throughout the 1930s. A great question is: for whom does the CIA work?

I now have my copy of "Tragedy and Hope" by Carroll Quigley, and I would like to encourage anyone who is interested in the behind-the-scenes conspiracy to retake America from within to get this book and keep it handy as a reference source.

When Bill Clinton gave his acceptance speech at the DNC in 1991, he praised Professor Carroll Quigley, who was his mentor at Georgetown University when Clinton was a Rhodes Scholar there. A thumbnail sketch of history would include the fact that as Clinton's mentor, Professor Quigley, himself had a mentor, who was named Lord Milner. And Lord Milner had a mentor, who was Cecil Rhodes. And Cecil Rhodes had a mentor, who was a member of the House of Rothschild.

So who the heck was Cecil Rhodes? Well, he was the founder of an African country named for him - Rhodesia. And Cecil Rhodes is the dude who used the Rothschild bankroll to consolidate South African gold mines. Also, Cecil Rhodes was the founder of the De Beers Diamond Syndicate, the largest diamond syndicate on earth.  So we see that Cecil Rhodes used Rothschild financial leverages to hand to the globalists the most powerful gold and diamond industries on earth. Wealth attracts wealth, eh?

And guess what was in the fifth will of Cecil Rhodes, written before his death? He stated in that will [paraphrasing here] that he hoped the Rhodes Scholarship Fund and the Rhodes Trust would help England reclaim what had been criminally ripped from the Throne by George Washington's revolution - those properties known as the United States of America.

From the House of Rothschild to Cecil Rhodes to Lord Milner to Carroll Quigley to Bill Clinton.

Would that indicate at least a line of continuity of a perception for a philosophy regarding an illegal revolution which resulted in the loss of thirteen colonies? Would that indicate the possibility of the existence of a plot by British-backed international bankers to re-claim those lost colonies by entering into the new American system of higher education (the Ivy League), its seats of economic power (Wall Street), and its seats of government (Washington DC)?

Okay, so we've noticed on this thread thus far that the Council on Foreign Relations has an agenda which is to subvert the autonomy and sovereignty of the USA in favor of a one-world government. We must recognize that for the USA to become a part of a one-world government, even if (as we are told by our fearless leaders) the USA is the "head" or "leader" of that Empire, its Constitution and its legal system, its economy, its social and cultural institutions, everything!, shall be enfolded into the common mean of the combination of all nation-states everywhere, which means there will be no more America. It's just that simple, and the "leaders" who're pushing this on us know that very well.

But that doesn't say much about the NEA, so in my next post I'd like to look into the NEA, with its sick history of conspiracy and its equally-sick history of involvement with the damned tax-exempt Foundations such as Ford, Carnegie, Morgan, and Rockefeller. (And keep in mind that the Morgan mini-Empire is a direct arm of the House of Rothschild - it is now known that when J.P. Morgan died, the House of Rothschild owned more of his estate than he did.) The NEA, the Foundations, and the U.S. Department of Education - Treachery and Treason Executed Through The Children:


1895: Rockefeller endowed the University of Chicago at which John Dewey served as head of the combined departments of philosophy, psychology and pedagogy. Rockefeller also funded a laboratory for Dewey to study psychological principles and experimental techniques of learning. Rockefeller also contributed millions to the National Committee for Mental Hygiene, the goal of which was to prevent mental illness, focusing on elementary and secondary schools. The philosophy was that "mental illness hinged on faulty personality development in childhood and that personality development should supersede all other educational objectives. Stress was seen as the chief culprit, and parents and other authority figures as the second….The primary thrust of stress-reduction was to eradicate the "reactionary" criteria of authoritarianism, in particular, self-reliance and the work ethic, in favor of peer consensus and interdependence." (Eakman)

1896-1920: "A small group of industrialists and financiers, together with their private charitable foundations, subsidized university chairs, university researchers, and school administrators, and spent more money on forced schooling than the government itself did…In this laissez-faire fashion a system of modern schooling was constructed without public participation." (Gatto).

1905: The Carnegie Foundation for the Advancement of Teaching (CFAT) was founded to define and expand the standard of professional education. Eakman said that CFAT "is the most influential Carnegie entity for education" and "is the key to a long-standing partnership with the federal government."

1913: Rockefeller Foundation set up the predecessor to General Education Board. This was to further the Foundation's stated goal of "social control". Director of Charity Frederick Gates wrote, "…In our dream, we have limitless resources, and the people yield themselves with perfect docility to our molding hand. The present educational conventions fade from our minds; and, unhampered by tradition, we work our own good will upon a grateful and responsive folk. We shall not try to make these people or any of their children into philosophers or men of learning or science…"

1917: By this year, Gatto said, "the major administrative jobs in American schooling were under the control of "the Education Trust": representatives of Rockefeller, Carnegie, Harvard, Stanford, University of Chicago, and the National Education Association. The chief end, wrote Benjamin Kidd, was to "impose on the young the ideal of subordination." Gatto called Andrew Carnegie, J.P. Morgan, John D. Rockefeller, and Henry Ford "The Four Architects of Modern Forced Schooling" who thought that modern industry needed "workers who know nothing".

1921: Carnegie founded The Psychological Corporation, with J.McKeen Cattell as president. Cattell wrote, "… whatever else people have thought over the years that the various Carnegie organizations were contributing to education, their mission, as stated, has been "to promote the extension of applied psychology." (Eakman).

1925: Rockefeller Foundation set up The International Bureau of Education, formerly known as The Institute Jean-Jacques Rousseau, which later became part of UNESCO.

1933: Rockefeller Foundation began a comprehensive national program to allow "the control of human behavior". Schooling would figure prominently in the design.

1933-1941: Carnegie Corporation funded the Eight-Year Study that laid the groundwork for many of the education "reforms" and innovations we are now encountering. This study was foundational to the outcome-based education of today.

1934: Carnegie Corporation funded "Conclusions and Recommendations for the Social Studies". Professor Harold Laski said: "At bottom and stripped of its carefully neutral phrases, the report is an educational program for a Socialist America." The report concluded that the educational system "must adjust its objectives, its curriculum, its methods of instruction, and its administrative procedures to the requirements of the emerging integrated order."

1944: Carnegie Corporation funded with $250,000 a study of problems of southern black Americans. A Carnegie committee reviewed applicants to perform the research, and selected Swedish socialist economist Dr. Gunnar Myrdal. He wrote "An American Dilemma", which became very influential in subsequent racial integration actions. Wormser wrote, "In "An American Dilemma", Dr. Myrdal libeled and insulted the American people unmercifully." Myrdal said Americans had a "nearly fetishistic cult of the Constitution."

1946: Carnegie Corporation funded the Educational Testing Service of Princeton, New Jersey.

1947: Rockefeller Foundation funded the creation of the Tavistock Institute for Human Relations, which joined with Kurt Lewin's Research Center for Group Dynamics at the University of Michigan. They created techniques now used in educational and other social settings (see E-File Number Six re: Dialectical Education).

1950s: "By the mid-1950s, the term "child-centered (or student-centered) curriculum" had worked its way into American educational lexicon, thanks to one of the Carnegie Foundation's presidents, testing mogul Ralph Tyler." (Eakman) Tyler was closely associated with Louis Raths, later to team up with Sidney Simon to create "Values Clarification" in the 1970s, used to free students to form opinions about controversial or sensitive subjects independent of their parents or other authority.

1953: The Reece Committee began to investigate tax-exempt foundations. It found that Carnegie Endowment trustees had decided they should get control of education and the social sciences in the U.S. to prevent a return to the way of U.S. life before the war (decentralized, individualistic, family-centered.)

1955: Rockefeller Foundation funded Marcuse's "Eros and Civilization", which "became the founding document of the sixties counterculture. It was pressed into the hands of student anti-war activists, bringing the Frankfurt School's messianic revolutionary mission to all the American colleges and universities, beginning with Columbia's Teachers' College…Although the Frankfurt School/Institute for Social Research started with Comintern support, over the next 30 years it obtained funding from, among others, the Rockefeller Foundation." (Eakman) (see E-File Number Six re: Frankfurt School).

1958: Wormser wrote his book about his findings as general counsel to the Reece Committee. He said that foundation grants had become so important that college and university presidents couldn't "afford to ignore the opinions and wishes of the executives who distribute foundation largess." Much research depended on the support by grants. Foundations could control what research was done through the selection of grantees and the rejection or approval of suggested subjects and methods of research. Wormser found the foundation/government "interlock" made it impossible to criticize the foundations without being distorted, slanted, discredited and ridiculed by the media.

1964: Carnegie Corporation appointed Ralph Tyler chair of the Committee on Assessing the Progress of Education, which became in 1969 the National Assessment of Educational Progress (NAEP). Now funded by the federal government, NAEP, which "tracks conformity to government-generated goals" (Iserbyt), is widely used in the U.S.

1965: Carnegie Corporation and Ford Foundation awarded a grant to Terry Sanford, ex-governor of N. Carolina, to create a new venture in "cooperative federalism". This became the Education Commission of the States (ECS). The purpose was to bring "some degree of order out of this chaos" (referring to education policy-making in the states).

1965: Eakman noted: "Francis Keppel, another Carnegie Foundation president, author of "The Necessary Revolution in American Education", documented the Carnegie Foundation's role in creating, writing and passing the Elementary and Secondary Education Act of 1965 (ESEA), the mother of all boondoggles which was again reauthorized by Congress in 1994." (Eakman) The legislation was written primarily to be indefinitely expandable. ESEA brought in education labs, early childhood education, social workers and child psychiatrists in schools, data collection, community education, bilingual education, ethnic heritage programs, etc.

1966: McGeorge Bundy became president of the Ford Foundation, "determined to use Ford's $3.7 billion in assets to leverage change in America". He had $200 million a year to give to whomever he wished. Between '66 and '79, he spent much on long-established civil rights organizations such as NAACP and SLCC, but also funded groups promoting black nationalism. Bundy was inspired by the Carnegie-funded Gunnar Myrdal study. (Bird).

1968: Ford Foundation gave over $500,000 to the Southwest Council of La Raza, $2.2 million for the Mexican-American Legal Defense and Education Fund (MALDEF), and a grant to the Mexican American Youth Organization (MAYO). The president of MAYO, Jose Angel Gutierrez, gave speeches criticizing "gringos" and advocating eliminating their influence by killing them if necessary. Members of MAYO frequently went to Cuba, and disseminated pro-Castro propaganda to Mexican-Americans back home.

1968: Carnegie Corporation financed controversial textbooks in Project Read for culturally-deprived areas, produced by Behavioral Research Laboratories in Palo Alto, California. These inflammatory (excuse the pun) books contained phonics lessons in which a picture depicted a burning torch touching a porch. A student was to note how "torch" rhymed with "porch" (one example of several). Critics feared that children would be indoctrinated in anti-social ideas.

1968: Ford Foundation funded "Agenda For the Nation", which recommended replacing the high school diploma with a Certificate of Mastery, implementation of outcome-based education, etc. It was a forerunner of the later National Center of Education and the Economy and SCANS, the restructuring of the economy and education to the German and Soviet-style School-to-Work model (see E-File Number One.)

1969: By this year, Bird wrote, "Bundy was clearly putting Ford money into the pockets of people who described themselves as social activists, progressives and agents of radical change." Holcombe wrote: "The Ford Foundation also supported the National Student Association (NSA), which was not in fact an association of students at all but an interest group that confronted faculty and students in an attempt to change campus policies. Through the NSA, the Ford Foundation financed the campus rebellion that was a visible part of 1960s social activism." Jeffrey Hart, quoted by Holcombe, said that the Ford Foundation supported those "who spouted the most extreme rhetoric, who presented the most exotic appearance, who were foundations of anti-white racism…"

1969: NAEP was initiated. It collected background information from students, teachers and administrators. It called for the periodic assessment of students at ages 9, 11, 13 and 17, in the subject areas of reading, writing, math, science, citizenship, U.S. history, geography, social studies, art, music, literature, computers, and career/occupational development.

1976-1980: Rockefeller Foundation and others supported the "community schools" project, which laid out "still another plan for a vastly larger role in education on the part of the federal government, including regional and county health system working with local education agencies…replacing parents as primary caregivers and doling out expensive social services to entire families, including health clinic services, managed care, case management services for at risk, screening for medical, personality, mental counseling and treatment, rehabilitation services, home visitations to assess parenting skills, and expanded special education services for all kids." (Eakman)

1979: Rockefeller Foundation with others funded a series of four books written by John Goodlad in which he proposed a program in which all students take a core curriculum until age 16, then graduates, then enters a new 4th phase of education which would combine work, study and community service. The books were provided to all 50 state school superintendents. Iserbyt said, "This provides an accurate picture of the role played by the tax-exempt foundations and the federal government in the restructuring/social engineering of American society and schools to accommodate the perceived needs of the 21st century."

1981: The president of the Rockefeller Foundation and many church, business, university, media, union, NGO, and government leaders took part in The President's Task Force on Private Sector Initiatives. It was created to make partnerships between the public and private sector. Iserbyt writes, "This totally new and un-American concept of partnerships has been readily accepted by our elected officials who ignore its roots in socialism and its implications for the discontinuation of our representative form of government and accountability to the taxpayers. Under the "partnership" process determining responsibility when something goes wrong is like pinning Jello to the wall."

1983: Educational Testing Service took over the contract of administering NAEP. This gave Carnegie Corporation and Carnegie Foundation for the Advancement of Teaching control over the direction and content of American education as a whole, and individual state education policy making in particular.

1985: Carnegie Corporation negotiated education agreements with the Soviet Academy of Science. These produced an agreement to exchange computer specialists involved in the improvement of elementary and secondary education. This was a first step toward cooperation among educational reformers from a number of countries, including Britain and Japan. (More U.S./U.S.S.R. agreements were signed in 1989).

1985: Carnegie Corporation created the Carnegie Forum on Education and the Economy, a multi-million dollar initiative designed to help chart U.S. education policy during the next ten years. It became the NCEE, future promoter of School-to-Work (see E-File Number One).

1986: Carnegie Corporation awarded two major grants, totaling nearly $900,000 to forward the recommendations of the Carnegie Task Force on Teaching as a Profession. This solidified the methodology which teachers would be required to use in order to obtain board certification. It also developed assessments for use in the future. Task Force members included officials from business, unions, and government.

1988: A seminar on the federal role in education was held at the Aspen Institute. Sponsored by Carnegie Corporation, Ford Foundation, Rockefeller Brothers Foundation, Hewlitt Foundation, and The Primerica Foundation, it reviewed research provided by the Carnegie-funded NCEE and the Office of Educational Research and Improvement of the USDOE. Participants discussed the transformation of the American economy, skill trends in employment by occupation, what students need to learn, who should learn, when they should learn, how the skills should be taught, the structure of industries, human capital supply and demand, and the federal role in education and the economy.

1989: Rockefeller Foundation, Sieman's Corporation, and Merrill Lynch funded The New American Schools Development Corporation, which presented a report to the Governors' Conference with the suggestion that big business should foot the bill to fund 6,000 new American schools. At this conference, governors put together task forces to make sure that the national Goals 2000 agenda would be promoted in their states.

1990: Carnegie Corporation, Control Data Corporation, John D. and Catherine T. MacArthur Foundation, American Express Foundation, ARCO Foundation, and BellSouth Foundation funded the creation of a "Road Map" for restructuring state education systems. This was performed by the Carnegie-and Ford-funded Education Commission of the States (ECS) and the National Governors' Association, and included many STW features.

1990: Carnegie Corporation's David Hornbeck delivered a paper called "Technology and Students at Risk of School Failure." It promoted goals such as the use of technology, integration of knowledge, performance-based assessments, rewards and sanctions, and involvement of corporations in education. Hornbeck said The Business Roundtable has vital interest in American public education.

1991: Secretary of Education Lamar Alexander, under President Bush (Sr.), wrote America 2000 Plan", designed to implement Carnegie Corporation's restructuring agenda. This promoted the idea of a year round, 6 a.m. to 6 p.m. school, for children 3 months to 18 years.

1992: Rockefeller Foundation, Lauder Foundation, Exxon Education Foundation, Karen and Tucker Anderson, and Chase Manhattan Bank funded the Center for Educational Innovation, a project of the Manhattan Institute for Policy Research. This developed ideas on choice in education, including vouchers.

Henrietta Note: Dubya credits Manhattan Institute for Policy Research with his knowledge of politics. The Institute has deep CIA ties, so as the son of George the Elder, former Director of the CIA, this is not surprising.

The following is a extracted from a post I made on another message board elsewhere. I hope there is very little overlap between this info and what is above. Thanks. :)

I would suggest that we do not seek or want to experience in any way the sudden dissolution of administration which is presently oppressing us, for that would inevitably lead to economic and social disruptions which would hurt this nation. We need to keep cool heads, decide on the goal of disbanding the Department of Feducation, and figure a gradual plan for facilitating our goal. We know that we're better off without Federal "assistance" in the way communities raise and educate their children, for before Fedgov got involved we had most-excellent schools and respectful, well-disciplined, goal-oriented children. Since Fedgov got its hand in the education of our children the public schools have gone straight down the tubes to the living hell we see today.

And, Venus, I think that the dumbing down of our children has been deliberately injected into the Federalization of education. I think it is a socialist plot. I'll give you an example which contributes to my thinking on this:

Ever hear of Francis J. Bellamy? Here is what the Freemasons boast about him:

Francis Julius Bellamy: May 18, 1855 - August 28, 1931

Francis Julius Bellamy, one-time Baptist minister and prominent member of the Christian Socialist movement, wrote the original USA Pledge of Allegiance, first published in the September 8, 1892, issue of The Youth's Companion. Bellamy, then a committee chairman of the National Education Association, structured a public school programme around a flag raising ceremony and a flag salute—his "Pledge of Allegiance."

The man who wrote the government's "Pledge of Allegiance" was a damned socialist and a committee chair at the National Education Association, one of the most dangerous and treasonous NGOs operating in America. The NEA decides the content of the textbooks used in public schools, which books get printed and distributed to the government schools, and the overall agendas embraced by the U.S. Department of Education.

So where did the NEA come from? Allow me to quote some passages from an article:


At this point in this revolutionary "progression," President George W. Bush and British Prime Minister Tony Blair, like Kofi Annan, serve well as visible and elected representatives for behind-the-scenes masters who have already mapped the basic course (if not all the details). Behind the visible Kofi Annan stand Maurice Strong and other power brokers. And behind George W. Bush stand "wise" insiders who have been guiding change for decades. Some of the current names are familiar: George Shultz, David Rockefeller, Zbigniew Brzezinski, Henry Kissinger, Brent Scowcroft.... These men, all members of the Council of Foreign Relations (CFR) serve in presidents' cabinets again and again -- or work silently behind the scenes. They may call themselves Republican or Democrats; it doesn't really matter.

The CFR would become the U.S. equivalent to the Royal Institute of International Affairs (RIIA) in Great Britain. Professor Quigley explains:

"At the end of the war of 1914, it became clear that the organization of this system had to be greatly extended... the tasks was entrusted to Lionel Curtis who established, in England and each dominion, a front organization to the existing local Round Table Group. This front organization called the Royal Institute of International Affairs, had as its nucleus in each area the existing submerged Round Table Group. In New York it was known as the Council on Foreign Relations, and was a front for J. P. Morgan and Company.... In fact, the original plans for the Royal Institute of International Affairs and the Council on Foreign Relations were drawn up at Paris." Quigley, 951-952.

Banks and tax-exempt foundations were essential to this global vision:

"The powers of financial capitalism has another far reaching aim, nothing less than to create a world system of financial control in private hands able to dominate the political system of each country and the economy of the world as a whole....

"The apex of the system was to be the Bank for International Settlements in Bale, Switzerland, a private bank owned and controlled by the world's central banks which were themselves private corporations. Each central bank... sought to dominate its government by its ability to control Treasury loans, to manipulate foreign exchanges, to influence the level of economic activity in the country, and to influence cooperative politicians by subsequent economic rewards...." Quigley, 324

"In 1924, the chairman of the board of the Midland Bank said, "...banks can and do create money... And they who control the credit of the nation direct the policy of Government and hold in the hollow of their hands the destiny of the people." Quigley, 325

1870s. Oxford professor John Ruskin embraced Tennison's vision with students, persuading them that "they had a moral obligation to disseminate English culture and unite the world under British rule.[1, page 14, 7] By early 1900s, many held strategic positions in the English Government, but none of his disciples would further the vision more effectively than Cecil Rhodes.

1877. Former Oxford student Cecil Rhodes wrote Confession of Faith -- presenting a grandiose plan to bring the world under British rule. Part of that plan would be total control of the news media: "The Society should inspire and even own portions of the press," he wrote, "for the press owns the minds of the people." [Cuddy, 40] Rhodes had been so enlightened by Ruskin's ideas that he carried his mentor's notes with him for the rest of his life" -- like Harry Truman who carried Lord Tennison's poem in his wallet.[1, page 12]

1888. Edward Bellamy also embraced Tennison's vision, and his book, Looking Backward, helped spread the vision of a socialist world government.[1, page 15] Bellamy clubs began forming across the USA. Among his followers was Andrew Carnegie who believe in monopoly capitalism -- socialism (a universal welfare system) with a ruling class of powerful capitalists who would control both governments and the people.[1, page 16]

1891. To select and train world leaders worthy of his vision, Cecil Rhodes established the Rhodes Trust and the Rhodes Scholarship Fund. He had acquired the wealth needed to pursue his global ambitions in the gold and diamond mines of southern Africa. [EA note: Cecil Rhodes created the African nation of Rhodesia; consolidated Africa's gold mines; and established the De Beers world-wide diamond syndicate -- all of which was financed directly by the House of Rothschild, which was later present at Jekyll Island, Georgia, in 1910 to create the Federal Reserve System, inc.]

The power and influence of Rhodes Scholars who have pursued their sponsor's vision has, through the last century helped steer "progress" toward global governance. Dr. Monteith wrote:

"During the past century over 4600 young men have been sent to Oxford University where they were indoctrinated in socialism and world government. President Bill Clinton, General Wesley Clark, Strobe Talbot, Senator Bill Bradley and thousands of other prominent men are Rhodes Scholars. They work in government offices, in international banks, on the board of corporations, in tax-exempt foundation, in the Supreme Court, in the media, in our universities in the United Nations Association, and in the Council on Foreign Relations."[1, page 22]

1902. Cecil Rhodes died, and Lord Alfred Milner took control of the Rhodes Trust.

1909. Lord Milner's secretive Round Table Group was established. Professor Quigley exposed some of the evolving ties between the global banking fraternity and these evolving "semi-secret discussion and lobbying groups," which helped foment World War I as a means to raise public support for a League of Nations.

"By 1915, Round Table Groups existed in seven countries, including England...(and) the United States.... Since 1925, there have been substantial contributions from wealthy individuals, and from foundations and firms associated with the international banking fraternity, especially... organizations associated with J. P. Morgan, the Rockefeller and Whitney families...." Quigley, 950-951.

1915. According to the Reece Committee (the Special House Committee to Investigate Tax-Exempt Foundations), which would later investigate tax-exempt foundations that funded communist organizations and their international goals, the Carnegie Endowment for International Peace launched a propaganda program in 1915 to persuade the American people to fight in World War 1. During these investigations in the 1950s, the Congressional Committee found that:

Many of our large foundations were actively promoting communism and socialism

The foundations influenced State Department policy and were largely responsible for bringing communism to China.

The foundations were working to undermine our constitutional form of government.

In the official minutes of the Carnegie Endowment for International Peace, the Reece Committee also found the following specific questions which were discussed by the Carnegie trustee:

"Is there any means known to man more effective than war, assuming you wish to alter the life of an entire people?'"

"How do we involve the United States in a war?"

"How do we control the diplomatic machinery of the United States?" [Their conclusion: "We" must control the State Department] [The Tax-Exempt Foundations, p. 60]

1917. Dr. Monteith wrote that "J. P. Morgan and his associates controlled twenty five of our most influential newspapers. The atrocity stories [about the war] were designed to raise public support of American entry into World War 1" -- an essential step toward public acceptance of a world government. According to the Congressional Record (2-17-1917),

"...the J.P. Morgan [banking] interests.... and their subsidiary organizations got together 12 men high up in the newspaper world and employed them to select the most influential newspapers in the United States and sufficient number of them to control generally the policy of the daily press of the US.... They found it was only necessary to purchase the control of 25 of the greatest papers. ... an editor was furnished for each paper to properly supervise and edit information...."[1, page 9]

1917 (11-2Cool. After Lenin's triumph in Russia, Colonel Mandel House, President Woodrow Wilson's main advisor and -- as President Wilson called him, "my altar ego" -- cabled the president the following message from Paris: "There have been cabled over and published here statements made by American papers to the effect that Russia should be treated as an enemy. It is exceedingly important that such criticism should be suppressed." Dennis Cuddy, srr, 32

According to Dr. Dennis Cuddy, Col. House was "the man primarily responsible for the League of Nations Covenant (influenced by the Fabian Socialists' drafts for the League), would also be largely responsible for the establishment of the Council on Foreign Relations. In June, 1923, he wrote in its Foreign Affairs journal:

"If war had not come in 1914 in fierce and exaggerated form, the idea of an association of nations would probably have remained dormant, for great reforms seldom materialize except through great upheavals.... If law and order are good within states, there can be no reasons why they should not be good between states [nations]." Cuddy, srr-30

1917. In its report published in 1954, the Reece Committee (the Special House Committee to Investigate Tax-Exempt Foundations) explained and quoted the official minutes of the Board of Trustees of the Carnegie Endowment for International Peace:

1918. "Russia is pointing the way to a great and sweeping world changes. It is not in Russia alone that the old order is passing . There is a lot of the old order in America, and that is going, too.... I am glad it is so." William Boyce Thompson, Federal Reserve Bank director and founding member of the Council on Foreign Relations wrote these words in the January issue of New York World. 1918 (August 7). Financier Bernard Baruch, chairman of the War Industries Board (who in 1944 advised President Roosevelt concerning "War and Postwar Plans"), said:

"Every man's life is at the call of the nation and so must be every man's property. We are living today in a highly organized state of socialism. The state is all; the individual is of importance only as he contributes to the welfare of the state. His property is only as the state does not need it. He must hold his life and his possessions at the call of the state." [Cuddy, 32]

1919 (February). The League of Nations. "The terrible losses of World War 1 produced... an ever growing public demand that some method be found to prevent the renewal of the suffering and destruction which were now seen to be an inescapable part of modern war. So great was the force of this demand that within a few weeks after the opening of the peace conference of Paris in January 1919, unanimous agreement had been reached on the text of the covenant of the League of Nations." Brit-13-851 Col. House wrote the first draft of that covenant.

1919. Col. House deliberately misled world leaders into rejecting any notion of blocking the Bolshevik Revolution. The following statement is from his diary: "I had a heart to heart talk with Clemenceau [Premier of France] about Bolshevism in Russia and its westward march. I made him confess that military interventions was impossible.... Later in the afternoon, when Orlando [Premier of Italy] called, I gave him very much the same kind of talk.... I am trying, and have partially to succeeded, to frighten not only the President [Wilson] but the English, French and Italians regarding what might be termed 'the Russian peril.'" [Cuddy, 34-35]

1921. The Council on Foreign Relations (CFR) was founded -- mainly through Col. House's influence. To build the needed network of globalist support groups, it would disperse tens of millions of dollars annually from the major tax-exempt foundations such as the Carnegie and Rockefeller foundations. The CFR would be the U.S. equivalent of the British RIIA, the Royal Institute of International Affairs. As Professor Quigley wrote,

"...the original plans for the Royal Institute of International Affairs and the Council on Foreign Relations were drawn up at Paris." Quigley, 952.

1922. New York city Mayor John Hylan's description of the shadow government developing on the national level fits the international transformation as well:

"the real menace of our republic is this invisible government which like a giant octopus sprawls its slimy length over city, State and nation. Like the octopus of real life, it operates under cover of self-created screen. It seizes in its long and powerful tentacles our executive officers, our legislative bodies, our schools, our courts, our newspapers and every agency created for the public protection."[1] D. L. 1925. The International Bureau of Education was founded with a grant from the Rockefeller Foundation. It later became part of UNESCO.[1] Cuddy, page 15.

1931 (November). Arnold Toynbee delivers a speech to the institute for the Study of the International Affairs at Copenhagen in which he explains,

"We are at present working discreetly with all our might to wrest this mysterious force called sovereignty out of the clutches of the local nation states of the world. All the time we are denying with our lips what we are doing with our hands, because to impugn the sovereignty of the local nation states of the world is still a heresy for which as statesman or publicist can... be ostracized or discredited." 1932.?? Rockefeller Foundation president Max Mason tells trustees that "The Social Sciences will concern themselves with the rationalization of social control... the control of human behavior." 2 Cuddy 18

1932. Dr. Ernst Rudin, the Nazi director of the Kaiser Wilhelm Institute for Psychiatry (funded by "Rockefeller) was appointed president of the global Eugenics Federation.

1934 (February). A Rockefeller "progress report" (by one of the division heads) asks, "Can we develop so sound and extensive a genetics that we can hope to breed, in the future, superior men?"2 Cuddy, 18.

1935. The Masonic symbol of the eye in the pyramid is officially added to the U.S. dollar bill. Henry A. Wallace, President Roosevelt's Secretary of Agriculture (a Socialist and Theosophist who later became Roosevelt's vice-president) explained:

"Roosevelt as he looked at the colored reproduction of the Seal was first struck with the representation of the 'All Seeing Eye,' a Masonic representation of The Great Architect of the Universe.... Roosevelt like myself was a 32nd degree Mason. He suggested that the Seal be put on the dollar bill." Henry A. Wallace, Socialist Sec. of Agriculture and, later, Vice President under Roosevelt." 1935. In a report presented at the 72nd annual NEA meeting, Willard Givens (later NEA executive secretary) wrote: "A dying laissez-faire must be completely destroyed and all of us... must be subjected to a large degree of social control. .. The major function of the school is the social orientation of the individual. It must seek to give him understanding of the transition to a new social order."[1] Cuddy, page 20.

1937. John Foster Dulles, former (?) chairman of the Rockefeller foundation and of the executive committeee of the Federal Council of Churches (replaced by the National Council of Churches) praised totalitarianism saying:

"...Communism and Fascism (in) changing almost overnight the characteristics of entire peoples. Millions of individuals have been made into different and, on the whole, finer people...personal prides (individualism) ... (is) replaced by ... self-sacrifice and discipline. There is a conscious subordination of self to the end that some great objective maybe furthered." (Religion in Life Vol. 6 No. p.197)

1939. Future Secretary of State John Foster Dulles (CFR member) delivers a speech to YMCA. He states, "[There must be] some dilution of sovereignty, to the immediate disadvantage of those nations which now possess the preponderance of power...." (New York Times, 10-29)

1941 (January 6). In his speech to a Joint Session of Congress, President Franklin D. Roosevelt said, "Since the beginning of our American history we have been engaged in change ? in a perpetual peaceful revolution ? a revolution which goes on steadily, quietly adjusting itself to changing conditions.... The 'World Order' which we seek is the co-operation of free countries, working together in a friendly, civilized society.... Freedom means the supremacy of human rights everywhere."

1941. "The Declaration of the United Nations was signed by 26 states... setting forth the war aims of the Allied powers."

1942 (February or March) "...six years before the World Council of Churches was formally launched, its organizers within the Federal Council of Churches held a National Study conference at Wesleyan University in Ohio. Among the 30 delegates were 15 bishops, seven seminary presidents, and eight college and university presidents.

John Foster Dulles, who later became Secretary of State in the Eisenhower administration, chaired the conference. As head of the Federal Council's inter-Church "Commission to Study the Basis of a Just and Durable Peace," Dulles submitted the conference report. It recommended:

a world government of delegated powers

immediate limitations on national sovereignty

international control of all armies and navies

a universal system of money

worldwide freedom of immigration

a democratically controlled international bank

1942. The editor of the NEA Journal, J. Elmer Morgan, wrote an editorial titled "The United Peoples of the World." In it, he explained a world government's need for an educational branch, a world system of money and credit, a world police force, 'a world bill of rights and duties.'" (December 1942), page 261.

1945. UNESCO, a specialized UN agency headquartered in Paris, was established "to contribute to world peace by promoting international cooperation in education, science and culture. It's first Director-General, Julian Huxley, wrote in his book, UNESCO: Its Purpose and Its Philosophy:

"The general philosophy of UNESCO should be a scientific world humanism, global in extent and evolutionary in background... In its education program it can... familiarize all peoples with the implications of the transfer of full sovereignty from separate nations to a world organization.... Tasks for the media division of Unesco [will be] to promote the growth of a common outlook shared by all nations and cultures... to help the emergence of a single world culture." See more at

1946. In his NEA editorial, "The teacher and World Government," J. Elmer Morgan, wrote, "In the struggle to establish an adequate world government, the teacher... can do much to prepare the hearts and minds of children.... At the very top of all the agencies which will assure the coming of world government must stand the school, the teacher, and the organized profession." The NEA Journal (January 1946); 1.

1946. The NEA printed "National Education in an International World" (Teacher's College): The establishment of [UNESCO] marks the culmination of the a movement for the creation of an international agency of education.... Nations that become members of UNESCO accordingly assume an obligation to revise the textbooks used in their schools.... Each member nation... has a duty to se to it that nothing its it curriculum... is contrary to UNESCO's aims."

1946. An NEA-sponsored "World Conference of the Teaching Profession" drafted a Constitution for a World Organization of the Teaching Profession. It would be "a mighty force in aiding UNESCO" said William Carr (associate secretary of NEA's Education Policies Commission). [1] Cuddy, 24.

1946. The United States joined UNESCO, a UN agency. According to Charlotte Iserbyt, "this legislation was accompanied by President Harry Truman's remarkable statement: 'Education must establish the moral unity of mankind.' Truman's recommendation was bolstered by General Brock Chisholm, who would become the first director-general of World Health Organization (WHO), a UN specialized agency.

1946. Dr. Chisholm presented a paper entitled The Psychiatry of Enduring Peace and Social Progress at a US conference on mental health. It was published by the (now prestigious) magazine Psychiatry, and by his Communist friend, Alger Hiss, the publisher of the socialist magazine International Conciliation. Hiss, then president of the Carnegie Endowment for International Peace, wrote the Preface to Chisholm's paper. Ponder Dr. Chisholm's words:

"The responsibility for charting the necessary changes in human behavior rests clearly on the sciences working in that field. Psychologists, psychiatrists, sociologists, economists, and politicians must face this responsibility....

"Can we identify the reasons why we fight wars...? Many of them are easy to list --prejudice, isolationism, the ability to emotionally and uncritically to believe unreasonable things....

"The only psychological force capable of producing these perversions is morality, the concept of right and wrong... For many generations we have bowed our necks to the yoke of the conviction of sin. We have swallowed all manner of poisonous certainties fed us by our parents, our Sunday and day school teachers....

" has long been generally accepted that parents have perfect right to impose any points of view, any lies or fears, superstitions, prejudices, hates, or faith on their defenseless children. 1948. The World Health Organization (WHO) is established under the leadership of Dr. Brock Chisholm, its first director-general.

1948. The UN General Assembly adopted the Universal Declaration of Human Rights, a legally binding contract for all nations who, like the U.S. ratified it. It sounds good, as do all the intrusive UN human rights treaties. Article 18 upholds "the right to freedom of thought, conscience and religion..." Article 19 affirms "the right to freedom of opinion and expression... and to seek, receive and impart information and ideas through any media and regardless of frontiers." But Article 29 states that "these rights and freedoms may in no case be exercised contrary to the purposes and principles of the United Nations."

In other words, these "rights" or "freedoms" don't apply to those who would criticize the UN or its policies. Your rights would be conditioned on your compliance. Only if your message supports official ideology are you free to speak it. As Andrei Vishinsky wrote in The Law of the Soviet State, "There can be no place for freedom of speech, press, and so on for the foes of socialism." [Encyclopaedia Britannica (1968), Volume V, page 164.]

1949. The UNESCO textbook titled Toward World Understanding stated, "As long as the child breathes the poisoned air of nationalism, education in world-mindedness can produce only rather precarious results. As we have pointed out, it is frequently the family that infects the child with extreme nationalism."

1953. During the Reece Committee investigations, Ford Foundation president H. Rowan Gaither made the following admission to Norman Dodd, staff director of the hearings:

" know that we at the executive level here were, at one time or another, active in either the OSS, the State Department, or the European Economic Administration. During those times... we operated under directives issued by the White House. We are continuing to be guided by just such directives.... The substance [of these directives] was to the effect that we should make every effort to so alter life in the Unites States as to make possible a comfortable mergerwith the Soviet Union." William H. McIlhany, II, The Tax Exempt Foundations (1980), page 63.

1960s. Dr. Robert Muller, U.N. deputy secretary-general, prepared a "World Core Curriculum" with the following goal: "Assisting the child in becoming an integrated individual who can deal with personal experience while seeing himself as a part of 'the greater whole.' In other words, promote growth of the group idea, so that group good, group understanding, group interrelations and group goodwill replace all limited, self-centered objectives, leading to group consciousness."

1973. The Trilateral Commission was established, primarily by David Rockefeller (chairman of the Rockefeller controlled Chase Manhattan Bank) who funded it. He had been inspired by a proposal by Zbigniew Brzezinski, a global-minded Professor at Columbia University who suggested a three-fold partnership between Western Europe, North America (US and Canada) and Japan.

Its US membership would include Brzezinski; former president George H. Bush; Richard Gardner (Columbia University); Alan Greenspan (Federal Reserve); Samuel Johnson (Johnson & Son Inc); Robert McNamara (former president of the World Bank); Brent Scowcroft; Donna Shalala (Chancellor, U. of Wisconsin and Clinton's Sec. of DHHS); Albert Shanker (Pres. of American Federation of Teachers); Strobe Talbott (Editor-at-large, Time); Lester Thurow (Faculty, MIT); Paul Volcker (Faculty, Princeton University).

1973. After a trip to China, David Rockefeller praised Mao Tse-tung who had slaughtered over 40 million people. His report, "From a China Traveler," highlights the goals presented in UN reports such as "The Commission on Global Governance" and UNESCO's "Our Creative Diversity." Both focus on lofty ideals such as peace, harmony and unity in the communitarian "global" village -- a vision that demands absolute control and universal participation in facilitated small groups (modeled by the hierarchy of "soviets" or councils in Communist lands):

"One is impressed immediately by the sense of national harmony.... Whatever the price of the Chinese Revolution it has obviously succeeded .... in fostering high morale and community purpose. General social and economic progress is no less impressive....The enormous social advances of China have benefited greatly form the singleness of ideology and purpose.... We notice that Rockefeller is involved deeply in the NEA and the NEA's effects upon the US Department of Education. We remember that the House of Rockefeller was present at Jekyll Island, Georgia, in 1910, to create the Federal Reserve System, inc. We notice that the Rockefeller Foundation has been involved in a number of other "interesting" projects for America's fate. We recall that the Rockefeller Foundation assisted in Hitler's eugenics program, even after we entered WWII, helping finance the eugenics all through the war and since. The Carnegie Foundation for International Peace is also involved with the NEA and its agenda, as we now see.

This too is from one of my posts at another message board elsewhere. My mini-rant at the bottom of this post was also in the original posting elsewhere. After this one, we'll move to some more interesting stuff as regards "motive" and "precedent" by certain globalist-oriented operatives inside the U.S. Federal government, which may have produced the consciousness that produced the attacks upon American soil in the 1993 WTC bombing, the 1995 Oklahoma City bombing, and the attacks of 911. For you see, this insane socialist globalist quest for World Empire using the U.S. Federal government for implementation of the once-thought-to-be-dead "British Empire" will not hesitate to murder a few thousand Americans in order to gain what Brzezinski called "consensus on matters of foreign policy" - even if they have to install a police state in this country to achieve it. Dissent is either being attacked by the U.S. Department of Justice right now or it is not. (Think: USA PATRIOT ACT of 2001; Homeland Security Act of 2002; Domestic Security Enhancement Act of 2003; two VICTORY Acts of 2004; and all the other "lesser" laws which our beloved Congress is blithely passing faster than we can keep up with, such as the NID.)

 Anyone, including Thunder, who cannot recognize that free American citizens are under direct attack by this mechanism right now either needs to wake up or admit that they prefer to snooze through the installation of a police state in America. If there is anything behind the selection for such titles, then right off the bat we must realize that those forces which are attacking our traditional American way of life come at us in the embodiment of human beings posing as God-damned political and industrial and financial "leaders", is that not right? And if so, am I stupid to suspect that they would somehow, for some reason, vary from their goals just to be courteous toward my rights as an American? Thunder wants to talk about "reality". Well, here is some God-damned reality. The plot to overthrow America from within has been with us since the days of the American Revolution, which fact I noted in the very first post at this thread. It has never ceased, never quit, never given up, but instead it has silently (for the most part) and steadily and patiently plodded along across the trail of the decades until it has finally achieved "critical mass". At the same time it's fruit was seen to be coming to full blossom, along comes the Internet and the PTB noticed that, as Basil likes to phrase it, "they've lost control over the flow of information". When that dawned on these damned globalists is when they decided to hasten their end-game, the so-called "War on Terror". Toward that end they have used U.S. foreign policy for the past fifty-eight years to create anti-American sentiment around the world, from which they could draw radicals and extremists who would be subject to recruitment by the double-talking CIA and MI6 and Mossad and KGB and ISI masterminds of cruelty and evil for their globalist leaders' agenda. I mean, God-damn, people! The fucking CIA was created by two of Hitler's finest lawyers! What has it done ever since? That is what is going on, and the CFR's national and international media is shoving a lie down the throats of the world at large while you and me can sit here and figure this out with computers and internet communications - to no avail. After the First World War, the foundation Trustees came to the conclusion that to continue moving the nation toward Carnegie's objective, they must control education. Carnegie solicited the help of the Rockefeller Foundation for this task. Rockefeller was given the task of changing education as it pertained to domestic subjects, while Carnegie worked on subjects dealing with international relationships. The major changes focused on the teaching of American history, by discrediting the founders of the U.S. and demeaning the nation's Constitutional structure of government. The Guggenheim Foundation facilitated the work of these two foundations by awarding fellowships to several "likely" students studying history and sending them to London where they were briefed in "what was expected of them." These students returned to the U.S. where they became the most influential members of the American Historical Society.

Toward the end of the 1920s, Carnegie funded the American Historical Society to prepare a report detailing what the future of the U.S. should be. The seventh volume of this report specifies that "the future belongs to collectivism" (William M. Bowen, Jr., pp 35-36)

In the Reece Committee Staff Report on Relations Between Foundations and Education, Assistant Research Director, Thomas M. McNiece wrote:

What this investigation does seem to indicate is that many small grants have found their way into questionable hands and many large ones...have been devoted to purposes that are promoting a departure from the fundamental concepts of education and government under our Constitution... This is indicated by the frequent references in their own literature to the 'age of transition' through which we are passing, and the responsibility that must be assumed by educators in leading the way. According to our compilations, the Carnegie Corp. has contributed to all educational purposes from 1911 to 1950, approximately $25,300,000. (Ibid, p.13)

It all boils down to the Houses of Rothschild (England and other points in Europe; Warburg (Germany and Holland and elsewhere); Rockefeller (USA and Western Hemisphere); and Morgan (USA and Western Hemisphere). The consortium of those four "Houses" also regulates all central banking in Africa and Asia. The U.S. Department of Education must be dismantled, dissolved, and forevermore prohibited. Federalism must not be allowed to infest our local communities through the mind-shaping of our children and our youth.

As a CIA agent told me last year, "Perception is Everything!" He's right. If we are going to save America, we must remove the conspirators' tools, and ceasing to be sucked into the major media's mind-trap begins with turning off that damned television set. If we think that "I only watch the news or the History channel", we're still deceiving ourselves. Clarity cannot possibly come into a mind while that mind continues to watch *any* programs on television. All tv content is funded by the CFR-related NGOs and tax-exempt Foundations and the Federal Government. It is the enemy's greatest tool. The rise of television in America parallels the accelerated momentum of the globalists who seek to destroy America, its Constitution, and our freedoms.

outcome or actions of Congress, of the White House, of the 9-11 Commission, or any
pending or subsequent legal proceedings.


"Intelligence and Counter Terrorism Antecedents for the 9/11 Attacks"
With Addendum:
"Iraq and Chinese Support for Collaborating Terror Organizations; Small Footprint
WMD Development and Proliferation by Iraq"

This report asserts that the FBI and CIA learned the plans of and "monitored" the
activities of known Al Qaeda terrorists and 9/11 hijackers in the US with informants for
more than 3 years prior to 9/11 without getting them off the streets.

A PBS Frontline documentary aired Thursday, October 16, 2003 and was entitled
"Chasing the Sleeper Cell" and examined the extended, long term FBI surveillance of an
Al Qaeda terror cell at Lackawanna, New York after 9/11. In the documentary FBI
official Dale Watson of the Joint FBI and CIA Counter terrorism Center (CTC) was
interviewed at length:

Mr. Watson: "Once the C.I.A. gave Lackawanna the "most dangerous" label, however,
administration officials asked, "Can you guarantee to me that these people won't do

"And the answer," he said, "is we think we can."

The following is the section of the PBS interview with Watson that should cause the
Commission enough concern that the Commission will want to further re-evaluate existing
FBI and CIA policies and activities that the remainder of this report describes and that
were in effect years before 9/11:

"We are probably 99 percent sure that we can make sure that these guys don't do
something - if they are planning to do something. And under the rules that we were
playing under at the time, that's not acceptable. So a conscious decision was made, `Let's
get `em out of here.' "

CTC Chief Watson said the bureau felt it could ensure that nothing would happen "while
it continued to watch the suspects, in the hope of being led to bigger prey."

FBI CTC official Dale Watson was exhibiting the same mentality that prevailed before
9/11 with the FBI tracking of terrorist hijackers for too long, that is, to "continue to watch
the suspects, in the hope of being led to bigger prey " while mistakenly assuring the
White House with a 99 per cent probability that nothing bad would happen" even though
the FBI intentionally left KNOWN terrorists on the streets. This same policy and
mentality affected FBI and CIA handling of the known 9/11 hijackers before 9/11 as this
report describes below.

Fortunately in the Lackawanna situation, administration officials and the CIA prevailed
in convincing the FBI that it could not guarantee something could go wrong if the FBI
continued to monitor the terror cell at Lackawanna so at least "they were taken off the

But the Lackawanna cell is not the only Al Qaeda cell the FBI was monitoring at the time
and PRIOR TO 9/11. In the fall of 2001 the Washington Post and Bob Woodward
reported that the FBI was monitoring at the same time but NOT moving against 5
KNOWN Al Qaeda terror groups inside the US only ONE of which was the Lackawanna

These other 4 KNOWN cells still have not been taken off the streets to this day.

The Commission should consider that there likely are not enough FBI agents on every
street corner to watch all these terror groups at once like the FBI monitors the mob and
still be sure that nothing will go wrong unless the FBI gets the terrorists off the street
with existing laws including the new Patriot Act tools as soon as the FBI and CIA know
they are terrorists.

The situation is even more difficult for the FBI and CIA because of the influx of
unscreened illegal aliens into the US and the recent FBI admission there are Al Qaeda
sleeper cells inside at least 40 different states at this time who may have access to small
footprint WMDS.

What should further concern the Commission is that apparently the FBI has convinced
the administration to go back to the old way of operating PRIOR TO 9/11 to continue to
monitor for years members of six known large Al Qaeda cells inside the US without
taking them off the streets. I refer the Commission to the following quote in the NY
Times article by DON VAN NATTA Jr. from Aug 23, 2003, "Six Groups Said to Be
Monitored in U.S. for Possible Qaeda Links":

"American officials have limited their actions so far to intensive surveillance of the
suspects, who they say are spread across 40 states, in order to gather more information
about their plans and organization, the officials said. The decision to continue the
surveillance, rather than to detain some suspects, reflects a strategic shift by United States
government investigators. They said they had concluded that at this stage it was more
valuable to try to learn more about the groups' activities and possible plans through
extended observation."

What the New York Times article fails to recognize is that "the strategic shift" in policy it
refers to really only occurred with the Lackawanna cell and pre 9/11 surveillance policies
of tracking known terrorists for years without getting all of them off the streets remain unchanged.

The Commission should evaluate whether or not "extended observation" was and still is
too long (more than a few weeks) when the FBI and CIA say they lost track of too many
KNOWN Al Qaeda hijacker terrorists PRIOR to 9/11. As shown in the addendum to
this report, before and after 9/11, terrorists of different organizations were and still are
collaborating inside and outside the US and may succeed in setting up more cells,
recruiting more terrorists, receiving small footprint WMDS and carrying out more attacks
in the US.

There are FBI agents such as Robert Wright of Chicago and XXXXXX have publicly
stated their opinions that laws existing prior to 9/11 gave the FBI the tools to take these
terrorists off the streets back then if FBI supervisors and officials had permitted it. The
new Patriot Act makes it even more certain that the FBI has the tools so that terrorists can
and should be taken off the streets. Those monitored without arrest, detention or
deportation prior to 9/11 include but are not limited to Ali Mohammed and 9/11 hijackers
Atta, Jarrah, Hanjour, Al Shehhi, Al Hazmi and Al Mihdhar, along with Moussaoui in San
Diego, Phoenix and at the Norman, Oklahoma Airman flight school.

The following is some detailed evidence and proof of FBI, CIA and White House policy ,
surveillance activities and conduct that permitted known terrorists to operate inside the
US for years prior to 9/11, the OKC bombing and the 1993 WTC bombing when some of
these same terrorists were actively involved in two and in some cases all three of these
attacks and bombings. This failed policy needs reevaluation and correction so that
attempts to stop future terror attacks inside the US will be more successful:

1. The FBI and CIA station chief in the Philippines learned the details of plans for the
OKC bombing and plans to train hijacker pilots for a 9/11 style attack on the WTC, other
US skyscrapers and DC Federal buildings (not Project Bokinka) in January and February

The CIA and FBI learned this information from CIA surveillance of an Abu Sayeff
terrorist cell meetings involving Iraqi operative Khalid Mohammed, his nephew Ramzi
Yousef, Abdul Murad, Wali Khan, Philippino Edwin Angeles, Americans John Lebney,
and Terry Nichols, and 5 Iraqi agents including a bomb expert.

The CIA and FBI also learned of this information in debriefings from undercover
Philippine Intelligence agent Edwin Angeles who was in the meetings. John Lebney was
engaged in Chinese appliance sales and was known to the CIA. Further information was
learned by FBI interrogation of fellow cell members (arrested) Abdul Murad and Wally

Khalid Mohammed made these plans for the 9/11 style attack with FBI and CIA
knowledge in 1995 a full year before Khalid went to Bin Laden and AlQaeda in 1996 to
finalize and gain support for his plans.

Khalid Mohammed has told US interrogators that he indeed planned the 9/11 mission in
the Philippines in 1995. Philippine authorities have told CNN that the Philippine
government told the FBI and CIA of the plot in 1995. The FBI legal attaché blocked the
Pentagon terror advisor, Jesse Clear, from getting details of 1995 Abu Sayeff meetings
with Terry Nichols out of the Philippines starting in 1996. This is according to what Jesse
Clear personally told me in late 1996.

In the Philippines in late January 1995 the FBI and CIA also obtained access to Ramzi
Yousef's computer hard drive in. The computer hard drive contained a letter from Khalid
Mohammed to a Mr. Siddiqy urging greater help from Mr Siddiqy. News reports stated
that one or more Siddiqys were suspects involved in the 1993 WTC bombing AND the
1995 OKC bombing. Anis and Assad Siddiqy and Mohammed Chafti from Brooklyn
New York were arrested immediately after the OKC bombing and then the FBI had them
released the same day.

The FBI claims they lost track of their arrest and the FBI 302 reports of their arrest until
they were discovered in the Dallas FBI SAC office of Danny Defenbaugh in January
2001. FBI agent Odom from Denver twice actively tried to intimidate the witness Debbie
Burdick to keep silent about her eyewitness account that she had seen the Siddiqy's and
Chafti with McVeigh in OKC near the bombing scene.

The Commission needs to know that Mohammed Chafti, and Anis and Assad Siddiqy
from Brooklyn New York were suspects in the 1993 WTC bombing AND were involved
in the OKC bombing with McVeigh. On the day of the OKC bombing FBI agent Floyd
Zimms admitted to OKC police officers that Zimms deliberately gave out false
information concerning the vehicle driven by the men. Zimms deliberately and falsely
identified their getaway car as an old green Oldsmobile Cutless, one Zimms used to
drive, but not the vehicle the men were driving on the day of the bombing when they fled
to Dallas and were later released. The vehicle two of the men were driving was a rental
car from Dallas, the men had switched the plates on their rental car, they were detained
initially by the Oklahoma Highway Patrol and later arrested in Dallas. One of the other
men was arrested in OKC at a motel. The FBI intervened in Dallas and OKC and had the
men later released for reasons unknown.

The CIA and Tenet should have known that Saddam Hussein and Iraq made direct
payments to 911 hijacker Mohammed Atta and mastermind Khalid Mohammed via the
Muslim and Syrian brotherhood starting over ten years before 9/11 and while they were
working with Iraqi agents.

The CIA and Tenet should have known that Iraq used Abu Nidal to train Ramzi
Youseff, Khalid Moahmmed and the 9/11 hijackers Mohammed Atta and Ziah Jarrah,
who were the roommates of fellow hijacker Al Shehhi in Hamburg.

The CIA and Tenet should have known that Ramzi Yousef traveled with Iraqi Dr. Ishan
Barbouti in the US and in England during the 1980s to acquire WMDS for Iraq including
from US companies. This is also further described in the addendum below.

Khalid Mohammed worked with an American citizen who was also an FBI informant,
Melvin Lattimore, and they both helped carry out ALL THREE OF THESE ATTACKS,
1993 WTC, the OKC bombing and 9/11. This is explained in detail in item 7. and other
items following below.

2. FBI agents visited the Norman flight school in 1999 after a visit by 9/11 hijacker
Mohammed Atta, and told the owners that they were tracking Atta as a suspect in a terror
plot involving airliners. Bin Laden's personal pilot had trained at the Norman flight
school in 1996. The FBI was tracking hijacker pilots being trained in the US because the
FBI and CIA had learned of the 9/11 plot by Khalid Mohammed starting in 1995
described in item 1 above. The FBI visited several flight schools in Phoenix and Norman
tracking the training of the hijacker pilots well before 9/11. See items 3-8 below.

3. FBI agent Ken Williams used informants Adjai Collins in Phoenix to track hijacker
Hani Hanjour for over three years. FBI agent Steven Butler used informant Abdussattar
Shaikh in San Diego to track for at least two to three years the hijacker pilots Hani
Hanjour, Al Hazmi and Al Mihdhar.

While living with Abdussattar Shaikh, hijackers Al Hazmi and Al Mihdhar had frequent
visits from Mohammed Atta and Hani Hanjour. The FBI agent Steven Butler who was
Shaikh's handler claims that he never had reason to suspect Al Hazmi, Al Mihdhar, Atta or
his informant Abdussattar.

Yet the FBI knew that Shaikh paid for computers for Al Hazmi and Al Mihdhar and that
he paid for a rental car the FBI knows was driven by them between San Diego and
Phoenix for their visits with hijacker Hani Hanjour in the fall of 2000.

Al Hazmi and Al Mihdhar lived with Hanjour in a San Diego apartment from February
2000 to September 2000 and had limousines pick them up for short rides in the middle of
the night.

Then Al Hazmi and Al Midhar moved to the house of long time FBI counter intelligence
informant Abdussattar Shaikh in September 2000 where their rent was paid for by a
Saudi Omar al-Bayoumi who worked for officials of the Saudi Arabian consulate in Los
Angeles. Al-Bayoumi is believed by the FBI to be an intelligence officer. Al-Bayoumi
put Al Hazmi and Al Mihdhar in contact with their new landlord and FBI informant
Shaikh at the local mosque where Shaikh was a leader of the mosque.

According to an October 5, 2002 article in the New York Times the FBI refused to allow
the San Diego FBI informant Abussattar Shaikh and his handler, FBI agent Steven Butler
to testify before the Congressional hearings on 9/11 about their monitoring of 9/11
hijackers Al Hazmi, Hani Hanjour and Al Hamdi:

"As for Butler, his criticism of FBI headquarters and the intelligence community,
in general, led to a punitive transfer and he left the FBI in disgust."

What is important for the Commission to note is that the 9/11 Congressional report states
the best chance the FBI had to unravel the 9/11 plot was by paying more attention to the
FBI informant Abdussattar Shaikh who lived with Al Hazmi and Al Mihdhar.

4. FBI agent Ken Williams sent a memo to an FBI unit in the CTC directed by Dale
Watson in the early summer of 2001. William's memo warned of Al Qaeda plans to use
hijacked airlines inside the US based on information Williams had learned about hijacker
Hani Hanjour from informant Adjai Collins. One should wonder if Williams's memo was
also based on information learned about Hani Hanjour co-hijackers Atta, Al Mihdhar and
Al Hazmi from FBI agent Butler and FBI informant Abdussattar Shaikh. Williams's
memo to an FBI CTC unit was ignored and Watson claimed he did not learn of the
Williams memo in time.

5. While the FBI CTC units ignored Williams, Williams persisted and contacted the CIA
directly in the early summer of 2001 about his evidence and concerns pertaining to
Al Qaeda training pilots for attacks inside the US. Williams was reprimanded for going to
the CIA.

The Commission should determine if the Williams memo and conversations with the CIA
reached Cofer Black of the CIA part of CTC AND if William's information was included
in the CIA report concerning Al Qaeda attacks inside the US discussed by Dr. Rice at
President Bush's Daily Brief on August 6, 2001. If this information was not provided in
the CIA report and part of Dr. Rice's briefing on Aug 6, 2001, then the Commission
should determine why it was not especially since then it should have been because the
CIA knew about it in detail from Ken Williams in time to put it in the CIA report for Dr.

The Commission needs to be fully aware that according to Senate Intelligence Committee
staff Director Eleanor Hill, the White House ordered the classifying and withholding
from Congress all information the US knew about terror mastermind Khalid Mohammed
and his 9/11 plot plans, the foreign [Saudi] sponsorship of the plans with money and help
to 9/11 hijackers Al Hazmi and Al Mihdhar and Hani Hanjour via Saudi Omar Al-Bayoumi
and all antecedent information the President was told about the 9/11 plot before

The 9/11 Congressional report leaves out the most important facts that the information
from Ken Williams memo (that reached the CIA) was specific about Al Qaeda attacks
INSIDE the US using hijacked airlines with the very hijacker pilots ATTA, HANJOUR,
AL MIHDHAR and AL HAZMI that lived with and/or visited and were helped by the FBI
informant Abdussattar Shaikh and with the help of the Saudi Omar Al-Bayomi.

The Commission should review and investigate why this information is not in the final
900-page 9/11 report issued by Congress and why the information was withheld from
Congress even though part of it may have once been in the redacted 28 pages of the

I received a phone call from James Lewis, the staff director (who helped write and
assemble the 900 page report) for the House Intelligence Committee over this story
BEFORE the Congressional report on 9/11 came out. Lewis told me that I could provide
him with information if I wanted to but he also advised me that I would be under
investigation by law enforcement such as the FBI for anything I told him or provided him
in writing.

Before the Congressional report came out I also had a phone discussion about this same
information with James Hensler, the staff director for the Senate Intelligence Committee
who also helped write the 9/11 Congressional report. The OKC attorney with whom I
have closely worked for almost 9 years, Michael Johnston wrote Mr. Lewis and Mr
Hensler providing some of this information before the 9/11 Congressional report came
out. Mr. Johnston received no response and none of the information was included in the
9/11 Congressional report.

The discussion in items 1-5 above and in items 6-7 below provides a very strong basis to
conclude that Congress was not fully informed and in fact blocked by White House
actions and classifications over the 9/11 plot plans of Khalid Mohammed and what the
FBI ,CIA , CTC and Bush and Clinton administrations knew or should have known from
tracking the 9/11 hijacker pilots for several years before 9/11.

6. George Tenet has said publicly and recently that he and the CIA only got incomplete
information - a first name and a phone number - two years before the 9/11 attacks, from
German intelligence about a member of the Hamburg cell of Atta and Zarrah, namely
9/11 hijacker Al Shehhi.

The Tenet public explanation about Al Shehhi is inconsistent with published accounts that
CIA agent David Edger monitored the Hamburg cell of Atta, Al Shehhi and Zarrah for
almost four years before the 911 attacks with an informant Dakalzani. The CIA and FBI
also appear to not want it publicly learned that a member of the Hamburg cell, Ziah
Jarrah, had his ticket purchased on the Pennsylvania 9/11 flight by an employee of
Oklahoma University (OU) with the knowledge of the FBI at the time when CIA agent
Edger was in Norman working with Tenet's mentor, David Boren, the former Chairman
of the Senate Intelligence Committee and the Chancellor of OU. Ziah Jarrah's uncle
supported Ziah while working for German intelligence and Abu Nidal.

7. In 1998-2000 the CIA learned from monitoring a Malaysian meeting with Hambali and
other Al Qaeda members that Zacahrias Moussaoui was Al Qaeda. And Moussaoui was
sent from Paris via the Hamburg cell by Khalid Mohammed to live with US citizen and
FBI informant Melvin Lattimore while attending the Norman OK Airman flight school.

Lattimore's credit card was used to buy bomb-making materials in the 1993 WTC
bombing. Lattimore was with McVeigh's car and two other FBI informants in OKC at
the time of the OKC bombing and was named to the FBI as part of the OKC bombing one
day after the bombing. CIA operative Khalid Mohammed used Lattimore for roles in the
1993 WTC, the OKC and the 9/11 attacks.

The CIA's top man at the CTC, Cofer Black, was in a position to have known and to have
told Tenet about the connections of Moussaoui with Al Qaeda and his monitoring in OK
by FBI informant Melvin Lattimore. Groups associated with the CTC blocked Minnesota
FBI agents from searching Moussaoui's computer when the FBI (Dale Watson) and CIA
(Black) CTC knew from 1998 -2000 that Moussauoi was Al Qaeda and training for a
terror mission with hijacked airliners.

8. OKC bombing witness Gloria Smith is the Director of the Travelers Aid that was down
the street from the bombed Murrah Federal building in OKC. Smith and three of her
co-workers saw three key suspects that were FBI informants with McVeigh's car at the
Travelers Aid.

One of the suspects is the known terrorist and the long time FBI informant, Melvin
Lattimore who is also a Black Muslim originally from St Louis.

Lattimore was Zacharias Moussaoui's roommate who Khalid Mohammed had sent via
Paris and the Hamberg cell to live with Lattimore while Moussaoui attended the Norman
OK flight school. Lattimore's credit card was used to buy bomb-making materials for the
Khalid Mohammed planned and Ramzi Yousef executed 1993 WTC attack. Other
informants named Lattimore to the FBI one day after the OKC bombing as a participant
in the OKC bombing. Yet the FBI did nothing adequate about the FBI informant Melvin

Lattimore was Federally imprisoned in November 2001 for carrying a weapon in
violation of a prior felony conviction of stockpiling explosives. Lattimore was to have
been released in November 2003. Lattimore's attorney was Susan Otto, McVeigh's original
attorney, who once told attorney Stephen Jones that Jones' opinion of the US government
would never be the same if Jones learned what the US government's role in the OKC
bombing had been. Jones described the Otto statement in his book "Others Unknown".

Melvin Lattimore worked with Khalid Mohammed to help do the 1993 WTC, the OKC
and the 9/11 attacks all while known to the FBI. Adanan Shukrijumah was sent to
Oklahoma after 9/11with two other Al Qaeda accomplices by Khalid Mohammed to
conduct terrorist acts on the US. The men are pilots and are believed to be carrying small
footprint WMDS. The FBI claims that they cannot find the men even though the FBI has
confirmed that the men were inside the US twice in 2003.

Lattimore is now is out of prison and could harm Smith. The DOJ and FBI should get
Lattimore off the street before he could harm Smith. Unless Lattimore is found and
stopped, Lattimore can connect up again with a known Al Qaeda terrorist Adan
Shukrijumah at large inside the US and sent by Khalid Mohammed to attempt another
terror attack inside the US.

Even as an FBI informant, Lattimore should still be considered as a terrorist and the
911 Commission should understand that the FBI has proven three times that the FBI's
awareness of Lattimore failed to stop the 1993 WTC, the OKC and the 9/11 attacks. A
fourth attempt by the FBI to monitor Lattimore to track Al Qaeda and other terrorists like
Adnan Shukrijumah could once again prove to be a fatal mistake.

The other two suspects and known FBI informants identified with Lattimore and
McVeigh's car by Smith and her co-workers at the Travelers Aid in OKC were Peter
Langan and James Rosencrans. See item 9 also.

Langan was taken out of prison by the FBI and Secret Service in 1994 to do undercover
work on domestic and foreign terrorism inside the US. While working for the FBI he
robbed banks in the MidWest, was photographed painting hand grenades at the FBI
infiltrated compound, Elohim City, and was with Rosencrans and Lattimore at the
Travelers aid with McVeigh's car just before the OKC bombing.

Rosencrans was a drug dealer and Fortier's next-door neighbor in Arizona. Rosencrans
was allowed by the FBI to keep the proceeds from the pawning of guns that were stolen
from gun dealer Roger Moore, the FBI and prosecutors had testified (perjury) were used
to fund the OKC bombings. Rosencrans was the FBI's star witness against McVeigh at
the Federal Grand Jury in OKC in June and July 1995. Yet Rosencrans had large amounts
of ammonium nitrate like [that which was] used to make the OKC bomb found dumped in his back yard right after the OKC bombing.

Smith has high quality photographs of Lattimore, Langan and Rosencrans that match her
eyewitness descriptions extremely well. Smith spoke directly with Rosencrans at the
Travelers Aid.

At least 6 different FBI agents interviewed and brow beat Smith and three co-workers
over their eyewitness accounts over a six-month period. The agents took few notes, did
no FBI 302 interview reports to be passed on to the courts and would not allow the
witnesses to work with a famous FBI sketch artist in town. The FBI agents were
particularly aggressive toward the witnesses about Lattimore and tried to make the
witnesses change their stories about Lattimore.

A major news network and other witnesses have validated and independently confirmed
Smith's account of Lattimore and other men with McVeigh and McVeigh's car in OKC
before the OKC bombing. Other witnesses and the news network also place Lattimore
with McVeigh and other terrorists at an OKC motel before the OKC bombing and also a
few months before the 9/11 attacks.

The Smith story is an indictment of officials in the Clinton and Bush administrations. AG
John Ashcroft and IG Glen Fine of the DOJ personally received and acknowledged
receipt of letters from Gloria Smith in the summer of 2001 about suspects seen by her at
the Travelers Aid with McVeigh's car and about the criminal malfeasance of FBI agents
toward her, her coworkers and the US criminal justice system. But Ashcroft, Fine and the
FBI never followed up.

The FBI misconduct and behavior toward Smith and her co-workers and the FBI's
deliberate mishandling of their eyewitness accounts may have been an officially ordered
cover-up by Clinton officials high up in the FBI or White House particularly because
these FBI agents' conduct was unlike that of other FBI agents Smith has worked with for
years and known of them to be very efficientand professional note takers and FBI 302
report writers and willing to have sketch artists work with witnesses over serious crimes
like the OKC bombing. While the initial FBI deliberate inaction was during the Clinton
administration, the deliberate inaction continued within the FBI under Bush and
especially by IG Glen Fine and AG Ashcroft of the DOJ.

In a recently taped interview with Fox News Dallas, Smith told Fox that she felt that if
Ashcroft and Fine had acted on her information and followed up on Lattimore, the 9/11
attacks would have been less likely.

9. There is evidence to the effect that Khalid Mohammed was in OKC in March and
April 1995 to help in the OKC bombing the planning of which Khalid appears to have
assisted Terry Nichols with in the Philippines in January 1995. CIA official Robert Baer
told OKC attorney Mike Johnston that the time line of Khalid's activities supported
Khalid being in OKC at that time.

Further, there are witnesses associated with a Hamas and Palestinian operative who
describe seeing and talking to Khalid in OKC at that time. And there are witnesses that
sketched two ME looking men, including a man looking strikingly similar to Khalid
(same height, build and beard), casing the Murrah building a few days before the OKC
bombing. The sketches were shown to the FBI right after the bombing but were
deliberately ignored by FBI agents. There are also sources close to former CIA director
Admiral [James] Woolsey that also assert Khalid Mohammed was in OKC during March and
possibly April 1995.

Robert Baer also complained to Bill Gertz of the Wahsington Times in a published
interview in 2002 that Baer was ignored and rebuffed for over a year by the Bush
administration to try and track down Kahlid Mohammed. Baer then worked with WSJ
reporter Danny Pearle to find Khalid. Unfortunately, Khalid beheaded Pearle as a result.
But the incident finally motivated the Bush administration to then try harder to capture
Khalid. Khalid was captured in March 2003.

10. This item should be known by the CIA and Tenet and should also be investigated by
the 9/11 Commission:

Federal court testimony revealed that gun dealer Roger Moore was an FBI and CIA
operative at the time he knew McVeigh and encouraged him for almost two years to
attack Federal buildings and do the OKC bombing to "combat the "new world order"
according to Moore's letters to McVeigh. Moore had a CIA based contract to build
nitromethane (believed used with ammonium nitrate and fuel oil in the OKC bombing
and sought out by McVeigh and Fortier in OKC) powered drug interdiction boats in
Florida with HW Bush close associate Aranow, involved in Iran Contra. Moore also
introduced McVeigh to an explosives chemist, Steve Coburn in Arizona before the OKC

Moore is the man who testified at the Nichols Federal trial and recanted his testimony in
a published letter a few months later. Nothing was ever done to Moore about his false
testimony. The US prosecutors had claimed that guns were stolen from Moore to help
pay for the OKC bombing. The problem with that false reason is that at least one of the
guns they claimed were stolen was not stolen at all but in fact belonged to Terry Nichols.

Moore's alias with McVeigh, Robert Miller, was used by FBI informant Peter Langan
(see item 7.) on a phony drivers license found with Langan's belongings.

Langan's father was a high level official at the CIA. Langan was taken out of Federal
prison in 1994 by the FBI and Secret Service to do undercover work on domestic and
foreign intelligence. Langan was filmed by BATF informant Carol Howe at the FBI and
CIA infiltrated Elohim City compound in OK where CIA, FBI and German intelligence
informant Andreas Strassmeyer also worked. Strassmeyer worked with Colonel Petroskie
connected to the CIA and was protected by the US State Department and FBI during
undercover operations (1989-1995) at the Elohim compound in Oklahoma including
Strassmeyer contacts with Tim McVeigh.

The other problem is that the FBI permitted FBI and DEA informant James Rosencrans
(Fortier's neighbor) to sell guns stolen from Moore and keep the proceeds for himself
allegedly because McVeigh and Fortier owed Rosencrans money for drug deals.
Rosencrans testified against McVeigh twice at the Federal grand jury in OKC in 1995
even though he brandished guns at FBI agents and even though large amounts of
ammonium nitrate (like used in the OKC bomb) were found dumped in his back yard.

11. The CIA and Tenet should know that Iraqi Heidar Barbouti of Houston (son of Dr
Ishan Barbouti described in item1) may have assisted the Iraqi Al Hussain Hussaini after
the OKC bombing even though Hussaini was seen by many reliable witnesses with
McVeigh before and at the time of the OKC bombing. Hussaini was brought to the US
under the direction of former CIA director Admiral Woolsey and President HW Bush
along with other Iraqis after the Gulf War.

Hussaini was permitted to roam free by the FBI for years and was a baggage handler at
Bostons' Logan airport used by the 9/11 hijacker around the time of the 9/11 attacks. For
more on Hussaini please see item 18.

The CIA and Tenet should know that Heidar Barbouti bought the luggage that carried
the bomb that blew up the Lockerbie flight with direct Iraqi help.

12. The CIA and Tenet should know that the acting CIA director at the time of the OKC
bombing, Admiral William Studdeman (see addendum) publicly stated in published
accounts that the OKC bombing was an act of International terrorism shortly after the
OKC bombing while making a speech in Chicago.

13. The CIA, FBI (Freeh) and Tenet know that OKC bombing provocateur Andreas
Strassmeyer knew and encouraged McVeigh while Strassmeyer was an FBI asset and a
CIA asset (with Colonel Petroskie) in the US from 1989 until 1995 and, like 9/11 hijacker
Ziad Jarrah, was involved directly with German intelligence. Strassmeyer was also
protected from arrest in Oklahoma near the FBI infiltrated compound Elohim City by the
US State Department in 1999.

14. FBI SAC Danny Defenbaugh (former OK Bomb Inspector) tracked known Al Qaeda
terrorists in Dallas and the US and around the world for years using FBI agents AND
Dallas police officers from 1997 to 2000 when he should have arrested them. These
terrorists are believed to have helped in the 9/11 attacks and possibly in the OKC
bombing (see below). The Dallas chief of police at the time, Terrell Bolton publicly
objected on TV to his not being adequately informed by Defenbaugh's activities with
Bolton's Dallas police officers.

15. A number of FBI agents like Robert Wright of Chicago have publicly complained
that they were only allowed to follow known terrorists for years inside the US but never
allowed to open a criminal investigation against them for prosecution and arrest.

16. Former FBI Director Louis Freeh told the Senate Judiciary Committee and Senator
Orin Hatch in May 1995 that the FBI was monitoring known Abu Nidal terror cells in
Dallas, LA and Virginia without taking them off the streets. Freeh told the committee that
the FBI was also deliberately helping known terrorist individuals come into the US to
populate and track the Nidal cells for years.

The problem with this policy by Freeh which the Judiciary Committee did not object to is
that while Abu Nidal worked directly for Iraq he trained terror mastermind Khalid
Mohammed, his nephew Ramzi Yousef (1993 WTC bombing), along with 9/11 terror
hijackers Mohammed Atta and Ziad Jarrah.

17. Senator Orin Hatch openly told journalist Cal Thomas for a 1998 published interview
that the FBI was closely monitoring (but not taking off the streets) over 2000 known
terrorists INSIDE the US.

18. FBI and Israeli intelligence agents jointly monitored the Al Arian terrorist group in
Florida for almost 13 years without taking the group and Al Arian off the streets. The FBI
also monitored the activities of Syrian Islamic Jihad leader Ramadan Sallah while he was
working in Florida with the Al Arian group. There was a raid by Federal authorities in
OKC on March 13, 1995 in connection with the OKC bombing when authorities were
trying to find an associate of the Al Arian group connected to Ramadan Sallah and
professor Sami Al Arian.

Dual Israeli and US intelligence asset William Northrup was sent immediately from
Florida to warn OKC FBI officials on April 17, 1995 of a possible Middle Eastern
assisted terror attack on the Murrah and one other federal building across the street from
Murrah in OKC. Northrup knew the Pentagon terror advisor Jesse Clear for over 20 years
and gave Clear and others his account. Northrup also told a radio news audience in OKC
in 1998 that Israeli and German intelligence told the US government that ME terrorists
were involved in the OKC bombing.

In an affidavit more than 100-pages long, FBI Agent Kerry Myers detailed the long
investigation of former University of South Professor Sami Al-Arian.

Myers, an anti-terrorism expert who once testified in the case against Oklahoma City
bomber Timothy McVeigh, also said Al-Arian and the others provided advice on the
terrorist group's structure, financing, organization and relationships with other terrorist
groups, including Hamas [appear tied to PLO activist Dr. Samir Khalil of OKC and the
OKC bombing]. They used the University of Southern Florida USF as a cover and
brought other terrorists into the United States "under the guise of academic conferences,
meetings and employment."

This included a conference in OKC in December 1991 with Hamas members taped by
Steve Emerson for his video "Jihad in America". The attendees to the conference openly
discussed attacking the WTC. And in 1997 Emerson gave an interview with Chris Ruddy
in which Emerson said that there would be many repeated attempts to bring down the
WTC until it succeeded. Emerson worked with FBI Deputy director Buck Revel and
Israeli Counter terrorism official Yigal Carmone. Carmone publicly stated soon after the
OKC bombing that foreign terrorists were involved in the OKC bombing and offered
Israel's help to Clinton from Israeli Prime Minister Rabin.

Former House Intelligence Chairman Dave McCurdy from Oklahoma wrote an article for
the Oklahoma Gazette in May 1995 in which McCurdy stated that demolition agents
associated with a large Hamas cell in Oklahoma likely contributed to helping in the OKC

A ME male was with Terry Nichols and two other accomplices at Newkirk Oklahoma
and headed toward OKC with a Ryder truck on the afternoon before the OKC bombing.
The FBI and BATF interviewed three witnesses to this incident including two school
teachers and the wife of a police officer. The witnesses identified the ME male from a
good sketch the FBI showed them. None of this information was ever brought up at trial.
On the morning of the OKC bombing a ME male was seen by witness John Morris Kuper
accompanying McVeigh in OKC and in front of working surveillance cameras at the
Downtown Public Library and Southwestern Bell Telephone Company. The surveillance
tapes were confiscated by FBI agents immediately but were never turned over at trial.
Kuper testified at the Nichols trial. Kuper went to the FBI with his story soon after the

Two ME males were seen by witnesses with McVeigh in front of the Murrah building
and running to a late model brown Chevy truck with a bug shield that was the subject of a
public FBI APB right after the bombing. The same men and truck were later seen
speeding a few block away by witness Kay Herron moments before Murrah was bombed.

The two ME males were positively identified by Herron as the Iraqi Al Hussain Hussaini
(see item 11 also) and the Palestinian Abraham Ahmad. Hussaini and Ahmad were
employed by a Palestinian believed to be associated with Hamas and Palestinian Islamic
Jihad, Dr. Samir Khalil. Khalil was reportedly in Las Vegas in 1994 with McVeigh at the
same time and at the same motel with an Iraqi recruiter. Khalid was photographed with a
man believed to be an Iraqi intelligence agent identified as Jafar Osman within a week
after the OKC bombing. And the Pentagon terror advisor Jesse Clear knew this

The Chevy pickup was later returned painted yellow at an OKC apartment complex by
Olie Ahmad shortly after the bombing. The morning of the bombing, a group of ME
males abruptly left the same apartments without paying their rent. The truck was
impounded by FBI agent Jim Ellis who told witnesses that the truck was the same truck
used in the OKC bombing.

Yosef Bodansky, director of the House Task Force on Terrorism, wrote memos to his
boss and to the intelligence community a few months before and after the OKC bombing
stating that US intelligence believed that there could likely be a ME terrorist assisted
attack on the Murrah building. Bodansky worked for the Task Force Chairman, James
Saxton, Republican Congressman from New Jersey.

Deputy Sheriffs Dave Kochendorfer and Don Hammonds publicly stated in a news
conference and before an Oklahoma Country grand Jury that they were told by Oklahoma
Congressman Earnest Istook the night of the OKC bombing that the FBI had received a
threat from a local ME terrorist group against the Murrah building on April 9, 1995.

Kochendorfer was intentionally intimidated by FBI agent James Carlisle to try and have
Kochendorfer change his story. Carlisle falsified his FBI 302 interview report with
Kochendorfer according to Kochendorfer's account. Kochendorfer wrote a letter of
protest to the OKC FBI SAC, Mr Kucker.

In March 1995 the Newark Star Ledger, in an article by John Rudolph, published memo
excerpts from the head of the US Marshals, Eduardo Gonazales, warning of ME terrorist
attacks on US Federal buildings in Americas heartland (including the Murrah building) as
a result of a fatwah issued over the 1993 WTC bombing trials.

Federal Judge Wayne Alley and the entire OKC Federal family was warned of a pending
possible attack against an OKC Federal building in late March 1995. US prosecutor Beth
Wilkerson testified to this fact to Federal Judge Matsch in a preliminary hearing for the
McVeigh trial.

Judge Alley was warned by the US Marshals and decided to stay home from work from
April 4, 1995 until after the OKC bombing. Judge Alley also told his children to take
Alley's grand children out of the Murrah day care center before the OKC bombing. This
story is reported in the Oregonian, Alleys hometown newspaper who interviewed Alley
after the OKC bombing.

FBI agents who normally visited the Murrah building on business at 9 am (two minutes
before the time of the bombing) and who brought children to the day care center were
told not to go the Murrah building on April 19, 1995. There are many witnesses to
corroborate this fact. Yet none of public victims who went to the Social Security office
and the Day care center in the Murrah building were ever warned.

19. FBI agents in Sacramento, California used Egyptian Ali Mohammed as an informant
from 1992 until 1996 while Ali Mohammed participated in AlQaeda operations around
the world. The CIA should have been aware of Ali Mohammed's operations during this
time as well. Ali Mohammed wrote Bin Ladens' terrorist training manual, not just
Mohammed Atef, according to what CIA official LC Johnson admitted to me.

Ali Mohammed helped Bin Laden write the AlQaeda terrorist manual using US
intelligence manuals and information Ali gained while he served as a US Green Beret and
worked for a time for the CIA. Ali moved Bin Laden from Sudan to Afghanistan while
CIA agent Cofer Black of the CTC was in the Sudan monitoring Bin Laden's activities.

Ali Mohammed was used by the FBI to squire Dr. Ayman Zawahiri around inside the US
in 1995 possibly along with Khalid Mohammed as well.

During that time Ali Mohammed helped Khalid Mohammed set up terrorist cells
throughout the US, trained Bin Laden terrorists in the US on how to use US intelligence
manuals and to deliver bombs, biological, chemical and possibly nuclear weapons in the
US. Ali was indicted in New York in December 1998 along with Bin Laden's secretary el
Hage for the 1993 bombing of the World Trade Center, the Kenyan and Tanzanian
Embassy bombings and for setting up Bin Laden terrorist cells in the US.

El Hage had been living in Dallas and [was] tracked by the FBI in Dallas for several years
before his arrest. When arrested, Ali was carrying US intelligence manuals and
documents on how to plant explosive devices in public buildings. Explosive devices were
planted inside the Murrah building based on eyewitness accounts and forensic experts. In
addition to an exploded Ryder truck, evidence of exploded and non-exploded devices was
found at the scene.

FBI and CIA asset Ali Mohammed may have had a role with Khalid Mohammed in the
1995 OKC Oklahoma City bombing because of the direct participation of Ali and Khalid
Mohammed with the same men in the OKC bombing that were also involved in the 1993
WTC attacks, namely Anas and Asad Siddiqy, Mohammed Chafti (see item 1), and
Melvin Lattimore (see items 1,7, 8)

20. FBI agents contributed funds to known Hamas terrorists inside the US for over 6
years to track the KNOWN Hamas terrorists but not take them off the streets. The
operation was approved by DOJ AG Janet Reno and included payments made to Hamas
by Phoenix FBI agent Ken Williams who was using informant Adjai Collins to also track
3 known 9/11 hijackers in Phoenix for almost 4 years before 9/11.

21. It is known as fact that, while an FBI and CIA informant, Ali Mohammed along with
Khalid Mohammed and Khalid's nephew Ramzi Yousef, assisted in the 1993 WTC
bombing. The FBI through FBI agent Nancy Floyd and informant Salem had
foreknowledge of the 1993 WTC attack.

The FBI and US Attorney in New York squired another known 1993 WTC bomb maker,
Mr. Yassin around New York for a week after the bombing while Yassin had acid burns
on his legs but showed the FBI how and where the bomb was assembled. The FBI
deliberately let Yassin go directly to Iraq. Vice President Cheney referred to Yassin last
summer in an interview as an example of an Iraqi involved in the 1993 WTC bombing.

22. There are published reports that the DOJ withheld evidence the Moussaoui case in
order to avoid having Khalid Mohammed assistant Bin Alshibh testify about this
information and to keep it from coming out in a public trial. The DOJ decision to do this
may have been based in part upon the advice of the CIA and Tenet.

A trial in Germany of an Al Qaeda member of the 9/11 hijacking team is going to be
retried because the US (based on DOJ and CIA decisions?) refused to let AlQaeda
member and Khalid Mohammed associate, Bin Alshibh testify about his knowledge of
the Hamburg cell operations monitored by CIA agent David Edger and German
intelligence. This is the situation even though German intelligence testified in the first
trial about IRAN'S role and German and CIA monitoring of the cell before 9/11.

The DOJ wants alleged dirty radiation bomber Jose Padilla tried as an enemy combatant
rather than be tried in public court even though he is a US citizen. Is this being done
because the DOJ and CIA want to avoid having the public learn of the CIA's knowledge
and previous contacts with terror mastermind Khalid Mohammed? Jose Padilla also
closely resembles a ME John Doe (with the same scar on his face) seen with McVeigh
AND Nichols in OKC at the time of the OKC bombing.


Iraq and Chinese Support for Collaborating Terror Organizations; Small
Footprint WMD Development and Proliferation by Iraq

There are also considerable questions that need to be asked of George Tenet, Dr. Kay and
Stuart Cohen about small print WMDS jointly developed by Iraq and Al Qaeda in Iraq
since at least 1998 (based on a 1998 DOJ public indictment) and shipped to terrorist
groups around the world prior to April 2003.

Cohen wrote the 2002 National Intelligence estimate and told Nightline about the small
footprint WMDS late in January 2004. Dr. Kay told Nightline and the British press that
Iraqi scientists with WMD technical know how and WMD materials started going out of
Iraq to terrorist nations such as Iran and Syria starting in 1998.

The CIA and Tenet should know that the CIA and HW Bush directly assisted Iraq AND
LIBYA (Rabthah Chemical plant and fissile materials production, uranium and
plutonium) using Iraqi Dr. Ishan Barbouti in the late 1980s to acquire US WMD based
technologies and materials in the US and overseas with the full help and involvement of
Ramzi Yousef and also possibly with his uncle Khalid Mohammed.

The CIA and Tenet also should know that Admiral Studdeman (see item 12) was directly
involved for HW Bush and the CIA to acquire and transfer US WMD technologies to
Iraq and to personally attempt to discredit the factual allegations of Texas Congressman
Henry B. Gonzalez about the transfers read on the floor of Congress on national TV and
introduced into the Congressional Record.

The Bush administration knew where and how to also take out another Al Qaeda
supporter of Iraq, Zarqawi, but rejected a Pentagon plan to take him out in 2001-2002.
Zarqawi has led the killing of US troops in Iraq to this very day and was leading Iraq's
effort to help Al Qaeda leader Zawahiri develop small footprint WMDS at Ansar AlIslam
in Iraq to be given to terrorists around the world- and they were doing this from 1998 to

A sister cell of Ansar Al Islam is in Canada and may have received WMDS and may be
assisting Adnan Shukrijumah and two accomplices sent to North America by Khalid
Mohammed and seen in the US and Canada in 2003.

Before 9/11 and after Bush took office was Bush told by Tenet (like Clinton was told by
Tenet) where Bin Laden was? Did Bush like Clinton not attempt to take out Bin Laden
when the CIA knew where he was and had an opportunity? Or did Tenet not tell Bush or
did Bush find out too late to do anything?

In 2000 and 2001 Baghdad hosted terrorism coordination and collaboration conferences
between Al Qaeda leader Zawahiri and leaders from Hamas, Al Qaeda, Islamic Jihad and
Hezbollah as well as leaders from Syria and Iran. These meetings have led to greater
cooperation, amalgamation, coordination and planning of new terror attacks around the
world since 9/11.

The meetings also resulted in the transfer and propositioning of small footprint,
concentrated and re-constitutable WMDS specifically designed for terrorist use with
these terror groups and nations around the world including Canada, the Far and Near
East, Europe, Cuba and Iran and Syria. The CIA and Tenet have only recently publicly
announced last month that these groups are now working together when the CIA has
known this since at least 2000 or earlier.

China is a leading backer of Al Qaeda with intelligence, training, money, and weapons
and safe haven. China has used Al Qaeda to attack Spain and now threaten France to
drive a wedge in the Western alliance and split off American allies. China has
proliferated nuclear missile and WMD technologies to Iraq, Iran, Syria and North Korea.

A war on terror that does not publicly address China's role in terrorism and proliferating
weapons to terrorist groups and nations is not a complete or adequate war on terrorism.

Here is vivid living proof that people inside our Pentagon could and would conspire to use the U.S. government to commit acts of terrorism in at least one U.S. city, Miami, and blame those attacks on a foreign nation as a "pretext" for gaining public consensus in support of an American invasion of that country. This is as sick as it gets, but it is history and the document is quite real, not a "conspiracy theory". This was prepared by the Joint Chiefs of Staff at the Pentagon and submitted to the President of the USA for approval, which Kennedy withheld, fearing it might "leak".

The suggested course of action appended to Enclosure A re based on the premise that US military intervention will result from a period of heightened US-Cuban tensions which place the United States in the position of suffering justifiable grievances. World opinion, and the United Nations forum should be favorably affected by developing the international image of theCuban government as rash and irresponsible, and as an alarming and unpreictable threat to the peace of the Western Hemisphere.

6. While the foregoing premise can be utilized at the present time it will continue to hold good only as long as there can be reasonable certainty that US military intervention in Cuba would not directly involve the Soviet Union. There is...

Subject: Justification for US Military Intervention in Cuba (TS)

1. Reference is made to memorandum from Chief of Operations, Cuba Project, for General Craig, subject: "Operaton MONGOOSE", dated 5 March 1962, which requested brief but precise description of pretexts which the Joihnt Chiefs of Staff consider would provide justification for US military intervention in Cuba.

2. The projects listed in the enclosure hereto are forwarded on a preliminary submission suitable for planning purposes. It is assumed that there will be similar submissions from other agencies and that those inputs will be used as a basis for developing a time-phased plan. The individual projects can then be considered on a case-by-case basis.

3. This plan, incorporating projects selected from the attached suggestions, or from other sources, should be developed to focus all efforts on a specific ultimate objective which would provide adequate justification for US military intervention. Such a plan would enable a logical build-up of incidents to be combined with other seemingly unreleated events to camouflage the ultimate objective and create the necessary impression of Cuban rashness and irresponsibility on a large scale, directed at other countries as well as the United States. The plan would also properly integrate and time phase the courses of action to be pursued. The desired resultant from the execution of this plan would be to place the United States in the apparent position of sufferiung defensible grievances from a rash and irresponsible government of Cuba and to develop an international image of Cuban threat to peace in the Western Hemisphere.

4. Time is an important factor in resolution of the Cuban problem. Therefore, the plan should be so time-phased that projects would be operable within the next few months.

5. Inasmuch as the ultimate objective is overt military intervention, it is recommended that primary responsibility for developing military and para-military aspects of the plan for both overt and covert military operations be assigned the Joint Chiefs of Staff.

(Note: The courses of action which follow are a preliminary submission suitable only for planning purposes. They are arranged neither chronologically nor in ascending order. Together with similar inputs from other agencies, they are intended to provide a point of departure for the development of a single, integrated, time-phased plan. Such a plan would permit the evaluation of individual projects within the context of cummulative, correlated actions designed to lead inexorably to the objective of adequate justification for US military intervention in Cuba).

1. Since it would seem desirable to use legitimate provocation as the basis for US military intervention in Cuba a cover and deception plan, to include requisite preliminary notions such as has been developed in response to Task 33 (x), could be executed as an initial effort to provoke Cuban reactions. Harassment plus deceptive actions to convince the Cubans of imminent invasion would be emphasized. Our military posture throughout execution of theplan will allow a rapid change from exercise to intervention if Cuban response justifies.

2. A series of well coordinated incidents will be planned to take place in and around Guantanamo to give genuine appearance of being done by hostile Cuban forces.

a. Incidents to establish a credible attack (not in chronological order):

(1) Start rumors (many). Use clandestine radio.
(2) Land friendly Cubans in uniform "over-the-fence" to stage attack no base.
(3) Capture Cuban (friendly) saboteurs inside the base.
(4) Start riots near the base main gate (friendly Cubans).

(5) Blow up ammunition inside the base; start fires.
(6) Burn aircraft on air base (sabotage).
(7) Lob mortar shells from outside of base into base. Some damage to installations.
(8) Capture assault teams approaching from the sea or vicinity of Guantanamo City.
(9) Capture militia group which storms the base.
(10) Sabotage ship in harbor; large fires -- napthalene.
(11) Sink ship near harbour entrance. Conduct funerals for mock victims (may be lieu of [10]).

b. United States would respond by executing offensive operations to secure water and power supplies, destroying artillery and mortar emplacements which threaten the base.

c. Commence large scale United States military operations.

3. A "Remember the Maine" incident could be arranged in several forms:

a. We could blow up a US ship in Guantanamo Bay and blame Cuba.

b. We could blow up a drone (unmanned) vessel anywhere in the Cuban waters. We could arrange to cause such incident in the vicinity of Havana or Santiago as a spectacular result of Cuban attack from the air or sea, or both. The presence of Cuban planes or ships merely investigating the intent of the vessel could be fairly compelling evidence that the ship was taken under attack. The nearness to Havana or Santiago would add credibility especially to those people that might have heard the blast or have seen the fire. The US could follow up with an air/sea rescue operatoin covered by US fighters to "evacuate" remaining members of the non-existant crew. Casualty lists in US newspapers would cause a helpful wave of national indignation.

4. We could develop a Communist Cuban terror campaign in the Miami area, in other Florida cities and even in Washington.

The terror campaign could be pointed at Cuban refugees seeking haven in the United States. We could sink a boatload of Cubans enroute to Florida (real or simulated). We could foster attempts on lives of Cuban refugees in the United States even to the extent of wounding in instances to be widely publicized. Exploding a few plastic bombs in carefully chosen spots, the arrest of Cuban agents and the release of prepared documents substantiating Cuban involvement would also be helpful in projecting theidea of an irresponsible government.

5. A "Cuban-based, Castro-supported" filibuster could be similated against a neighboring Caribbean nation (in the vein of the 14th of June invasion of the Dominican Republic). We know that Castro is backing subversive efforts clandestinely against Haiti, Dominican Republic, Guatemala, and Nicaragua at present and possibly others. These efforts can be magnified and additional ones contrived for exposure. For example, advantage can be taken of the sensitivity of theDominican Air Force to intrusions within their national air space. "Cuban" B-26 or C-46 type aircraft could make cane-burning raids at night. Soviet Bloc incendiaries could be found. This could be coupled with "Cuban" messages to the Communist underground in the Dominican Republic and "Cuban" shipments of arms which would be found, or intercepted, on the beach.

6. Use of MIG type aircraft by US pilots could provide additional provocation. Harassment of civil air, attack on surface shipping and destruction of US military drone aircraft by MIG type planes would be useful as complementary actions. An F-86 properly painted would convince air passengers that they saw a Cuban MIG, especially if the pilot of the transport were to announce such fact. The primary drawback to this suggestion appears to be the security risk inherent in obtaining or modifying an aircraft. However, reasonable copies of the MIG could be produced from US resources in about three months.

7. Hijacking attempts against civil air and surface craft should appear to continue as harassing measures condoned by the government of Cuba. Concurrently, genuine defections of Cuban civil and military air and surface craft should be encouraged.

8. It is possible to create an incident which will demonstrate convincingly that a Cuban aircraft has attacked and shot down a chartered civil airliner enroute from the United States to Jamaica, Guatemala, Panama or Venezuala. The destination would be chosen only to cause the flight plan route to cross Cuba. The passengers could be a group of college students off on a holiday or any grouping of persons with a common interest to support chartering a non-scheduled flight.

a. An aircraft at Eglin AFB would be painted and numbered as an exact duplicate for a civil registered aircraft belonging to a CIA proprietary organization in the Miami area. At a designated time the duplicate would be substituted for the actual civil aircraft and would be loaded with the selected passengers, all boarded under carefully prepared aliases. The actual registered aircraft would be converted to to a drone.

b. Take off times of the drone aircraft and the actual aircraft will be scheduled to allow a rondezvous south of Florida. From the rondezvous point the passenger-carrying aircraft will descend to minimum altitude and go directly into an auxiliary field at Eglin AFB where arrangements will have been made to evacuate the passengers and return the aircraft to its original status. The drone aircraft meanwhile will continue to fly the filed flight air plan. When over Cuba the drone will begin transmitting on the international distress frequency a "MAY DAY" message stating he is under attack byCuban MIG aircraft. The transmission will be interrupted by destruction of theaircraft which will be triggered by radio signal. This will allow ICAO radio ...

... stations in the Western Hemisphere to tell the US what has happened to the aircraft instead of the US trying to "sell" the incident.

9. It is possible to create an incident which will make it appear that Communist Cuban MIGs have destroyed a USAF aircraft over international waters in an unprovoked attack.

a. Approximately 4 or 5 F-101 aircraft will be dispatched in trail from Homestead AFB, Florida, to the vicinity of Cuba. Their mission will be to reverse course and similate fakir aircraft for an air defense exercise in southern Florida. These aircraft would conduct variations of these flights at frequent intervals. Crews would be briefed to remain at least 12 miles off the Cuban coast; however, they would be required to carry live ammunition in the event that hostile actions were taken by the Cuban MIGs.

b. On one such flight, a pre-briefed pilot would fly tail-end Charley at considerable interval between aircraft. While near Cuban Island this pilot would broadcast that he had been jumped by MIGs and was going down. No other calls would be made. The pilot would then fly directly west at extremely low altitude and land at a secure base, an Eglin auxiliary. The aircraft would be met by the proper people, quickly stored and given a new tail number. The pilot who had performed the mission under an alias, would resume his proper identity and return to his normal place of business. The pilot and aircraft would have then disappeared.

c. At precisely the same time that the aircraft was presumably shot down a submarine or small surface craft would disperse F-101 parts, parachute, etc., at approximately 15 to 20 miles off the Cuban coast and depart. the pilots returning to Homestead would have a true story as far as they knew. Search ships and aircraft could be dispatched and parts of aircraft found.


1. The Joint Chiefs fo Staff have previously stated* that US unilateral military intervention in Cuba can be undertaken in the event that the Cuban regime commits hostile acts against US forces or property which would serve as an incident upon which to base overt intervention.

2. The need for positive actoin in the event that current covert efforts to foster an internal Cuban rebellion are unsuccessful was indicated ** by the Joint Chiefs of Staff on 7 March 1962, as follows:

"- - - determination that a credible internal revolt is impossible of attainment during the next 9-10 months will require a decision by the United States to develop a Cuban "provocation" as justification for positive US military action."

3. It is understood that the Department of State also is preparing suggested courses of action to develop justification for US military intervention in Cuba.

Now. Is this, or is this not, absolute proof that elements within the U.S. government are capable of secretly planning terrorist events for the advancement of a secret agenda? If that is so, and I'm convinced that it is true, then what is so hard about believing what I asked in the very first post at this thread so many months ago, that "elements within the U.S. Federal government" planned, arranged, and executed the terror events on U.S. soil? Here is black and white proof of a conspiracy which dates back some forty-three years! Considering the amazing number of anomalies relating to the official government story about what happened to us on 911, and the outright proof that government is lying its ass off to the American people about al Qaeda, and considering Dick Cheney's total black-out on those five wargame drills he was running that morning, what are we supposed to think?

Heh! Didn't mean to hurt your head, Roy! :)

But as I noted at the bottom of that previous post,  the Northwoods Document is black and white evidence of a conspiracy which was operating inside the U.S. Federal government. For Thunder's sake, I'll note that I did not say the conspiracy was "the Government" - instead, I said it was a conspiracy *within* the government. Governments do not have minds, and therefore they cannot have "will", which means they cannot have "intent". "Will" and "intent" have to do with mentality, are functioning properties of the mind, and government simply cannot act from either "will" or "intent", for any and all governments are merely the projected creations of mentality, which cannot share the properties of mentality. They are mindless fictional entities relying upon the belief and acceptance of people who wish to be governed. No government anywhere, ever, could or can possibly "want" anything, "intend" anything, or think in any way. The closest a government can come to autonomy is through the  sheer momentum of its offices, assets, and delegated powers. That momentum can sometimes appear as if the government actually does have intent, but of course we know that a government cannot have intent. People have intent, and some people like to play out their intentions through the use (and sometimes the illegal or improper use) of the seats of governmental power. That is what was going on in the Pentagon's highest levels during the creation of the Northwoods Document.

The Northwoods Document shows the world that certain namable people *inside* government most certainly do have "wills" and "intentions", and when two or more people conspire in secrecy to commit a crime, those people can rightly be said to be "conspirators". In this case, it was the Joint Chiefs of Staff including L.L. Lemnitzer himself. These men felt they were doing their criminal deed on behalf of "national security". In the name of national security they literally planned to blow up the base at Guantanamo, sink a U.S. ship, shoot down a U.S. aircraft, and blow up things in Miami - all of which could be blamed in the media on Cuba. I'll never understand what "threat" to the USA the tiny island of Cuba represents. But our military planners have, since before 1898 even, always had a fixation on Cuba. Whatever the reason, these professional criminals in uniform, supposedly representing the American people via their "Department of Defense", outright planned terrorist events and planned to mislead the public by pointing at Cuba as the executor of those terror events, for the purpose of gaining the public's support for going to war with Cuba. Now, dammit, that ain't right. Don't you agree?

But worse, since that was going on in 1962, who can possibly guess how much more deadly this sort of idiotic game has grown in the darkness and shadows and deliberate ambiguities of "national security secrecy" since then? Why did Eisenhower caution America against the "military-industrial complex", eh?  Remembering all the while that the Northwoods Document is irrefutable evidence of criminal activity inside seats of governmental power, let us simply state that what the document represents is a small collective of men with a singular purpose to deceive the American public, and let us note at this time that the Northwoods Document is an undebatable "PRECEDENT".  It did not necessarily set the first precedent under the National Security Act of 1947, for there were others before it, such as the 1953 coup in Iran and the 1954 taking down of the government in Guatemala. But it is one of several "precedents" which has been discovered and documented.

My point here is the establishing of "precedent" for elements within government to deliberately deceive the American public about terrorist events which people inside government were planning - for the President's approval! Precedent. Precedent. Precedent.

 To begin to fathom the depths of such depravity, we'll need to, once in a while here, focus on another aspect of the basic conspiracy. That aspect stands with "precedent", and works hand in hand with precedent. It is "motive". I would like to now open the dialogue on this thread of the matter of "motive". To introduce that aspect of conspiracy, (which I feel was already introduced in the opening post of this thread, i.e., an on-going banking conspiracy to re-take in effect the Colonies which had bolted from the British Empire),  let's first look at this from Dr. Cuddy, as found at News With Views, a great site which works with our little fireball friend, Devvy Kidd. On July 24, 2003, a joint committee of the U.S. House and Senate intelligence panels released a report relevant to the terrorist attacks of September 11, 2001. The New York Times on the day the report was released characterized its findings as follows: "While saying the attacks could have been stopped, the report does not blame either agency (FBI or CIA) for overlooking specific information that would have thwarted the terrorism." Isn't this contradictory?

Especially noteworthy about the report are 28 pages that are blank because they contain "classified" material about the possible relationship between the terrorists and foreign governments, particularly one rumored to be Saudi Arabia. Supposedly this was done because the Bush administration did not want to compromise ongoing investigations. However, the question has been raised as to whether there are other reasons for the administration wanting this information kept from the public. While no accusation is made, the following are some questions that one might ponder as to their possible relevance in this regard:

1.      Is former Secretary of State James Baker III a senior partner in Baker & Botts law firm?
 2.      Is Baker & Botts representing Prince Sultan bin Abdul Aziz of Saudi Arabia against a lawsuit seeking $1 trillion in damages on behalf of the victims of the 9/11 attacks?
 3.      Did Prince Sultan for 16 years approve regular payments to the International Islamic Relief Organization and two additional grants to the World Assembly of Muslim Youth, both groups being suspected of aiding the terrorists?
 4.      Is not Prince Naif bin Abd Al-Aziz another Saudi defendant in the lawsuit, and didn't he claim the "Zionist-controlled media" in the U.S. is manipulating the terror war to create a backlash against Muslims?
 5.      Isn't U.S. Ambassador to Saudi Arabia Robert Jordan the former personal lawyer for President Bush and a founding member of Baker & Botts?
 6.      Doesn't Baker & Botts represent a number of major transnational corporations in Saudi Arabia,  with interests in natural gas, petroleum, banking, etc.? And doesn't Baker & Botts claim that it is "the leading international law firm involved in the re-emergence of the oil, gas and hydrocarbon transportation industries in the Caspian region," with the successful war against the Taliban in Afghanistan opening up more secure routes?
 7.      Doesn't President George W. Bush owe James Baker a lot for heading up his effort in the disputed Florida election results of the presidential campaign of 2000 A.D.?
 8.      Toward the end of July 2003, isn't the Bush administration considering placing James Baker in charge of part of the reconstruction efforts in Iraq?
 9.      Didn't James Baker as Secretary of State under President George H.W. Bush in 1991 say at that time that the Gulf War against Iraq was about "jobs, jobs, jobs"?
 10.    Isn't James Baker senior counselor to The Carlyle Group, a merchant banking firm involved with defense contractors, telecommunications, aerospace, etc.?
 11.     Didn't The Carlyle Group receive $50 million to train the Saudi National Guard, which protects the monarchy there?
 12.     Isn't former President Bush a consultant and marketer for The Carlyle Group, and didn't the current President Bush receive fees as director of a subsidiary of Carlyle?
 13.     Weren't members of the bin Laden family investors in Carlyle prior to 9/11?
 14.     Didn't former President Bush stay with members of the bin Laden family when he visited Saudi Arabia?
 15.     Didn't the FBI hurriedly escort members of the bin Laden family out of the U.S. after 9/11 at the same time it was detaining hundreds of Middle Eastern males in the U.S. for many months?
 16.     Were Frank Carlucci, who has been chairman of The Carlyle Group, and Secretary of Defense Donald Rumsfeld former wrestling partners at Princeton University? And wasn't James Baker a student at Princeton University at the same time as Carlucci and Rumsfeld?
 17.     Have not Carlucci and Rumsfeld been members of the Project for the New American Century, which was a leading force behind the movement to go to war against Iraq?
 18.     Didn't the James Baker III Institute for Public Policy and the Council on Foreign Relations sponsor an independent task force, including Enron chairman Kenneth Lay and a number of top oil company executives, which issued a report a year before 9/11 stating that "the exports from some oil discoveries in the Caspian Basin could be hastened if a secure, economical export route could be identified swiftly," such as via Afghanistan? And didn't the task force also refer to the threat that Saddam Hussein posed to oil markets and recommend that "the United States should conduct an immediate policy review toward Iraq, including military, energy, economic, and political/diplomatic assessments"?
 19.     Relevant to the Congressional report's omissions regarding Saudi Arabia, hasn't U.S. Senator Charles Schumer said on ABC's This Week that "it seems that every time the Saudis are involved, we stop. For months and months, the Saudis didn't give us flight manifests of who was on their planes - the only country [Saudi Arabia] that was allowed to do that. The Saudis always seem to get a special exception. The administration has to stop this."?
 20.     Didn't even Republican Senator Richard Shelby say that most of the "classified" material in the Congressional report should have been released?
 21.     Hasn't former Middle East CIA agent Robert Baer said on NBC's Dateline that "no one in the White House is ready to take on the Saudi royal family. The deliberate blindness came from the top, because the orders were, and they're implicit, do not collect information on Saudi Arabia, because you're going to risk annoying the royal family. Don't even look at it as a conspiracy. It's a consent of silence. The fundamentalists get what they want. The royal family gets what they want. American contractors and business get what they want."?
 22.     Didn't Kai Bird (who has written for The Washington Post, Los Angeles Times, and The Nation) write an essay years ago titled, "Co-opting the Third World Elites: Trilateralism and Saudi Arabia," in which one reads that "the major strategy, according to the trilateralists, is to entangle the Saudis with the Americans and assure them a stake in the established economic order"? And didn't Bird further state that ARAMCO (representing Mobil, Exxon, Texaco and Standard Oil of California) "has created a company state in Saudi Arabia," working with "the Saudi elite," and "thus unknown to the American people - and without any real public debate - quiet alliances are being negotiated (supposedly on their behalf) to secure necessary natural resources, and oil in particular, that are controlled by the autocratic elites of a few regional Third World powers"?
 23.     Hasn't James Baker been a co-chairman of Mikhail Gorbachev's State of the World Forum, where the first director of the Trilateral Commission, Zbigniew Brzezinski, proclaimed we "cannot leap into world government through one quick step, but rather via progressive regionalization"? And isn't a stable Middle Eastern region necessary before it can be linked to American, European and Asian regions? And could this be the ultimate goal?

So we note that the Bush family has quite serious business ties with the elite of Saudi Arabia. That rabbit hole goes much deeper than that, of course, but the above article is as good a starting place as any other. Keep in mind that our dear President's grandfather was one of Adolph Hitler's biggest bankers, and that our dear President's father helped create, fund, train, and empower Osama bin Laden's al Qaeda, as well as masterminding out the back door of the Reagan Administration the crimes of Mena, which we'll get to soon enough here. And keep in mind also that all three generations of the political Bush family are Skull and Bonesmen, rooted in the opium-smuggling heyday of the British Empire's "foreign policy", which itself is a historic "Precedent" showing that a national government can and will employ international drug-smuggling as a part of its "foreign policy" - and again I note that we'll be getting to that also on this thread. At any rate, let us keep in mind the Baker family of Texas, and their long history with the Bush family. Also of note is Ken Lay's friendly relationship with the Bush clan, and the fact that Dr. Cuddy's article included mention of Zbigniew Brzezinski. Small world. :)

Addendum on "Precedent".

Would elements within the U.S. government engage in the smuggling of cocaine into America on U.S. government aircraft using U.S. government secret agencies to facilitate that delivery into the country? Gary Webb's amazing series of articles on CIA drug-smuggling into California aside, we know on the record that during the zenith of the Iran-Contra scandal one little shitbird named Oliver North, working for George Herbert Walker Bush, who at that time was Reagan's Vice President and co-conspirator with Felix Rodriguez, was fully aware that the CIA was smuggling massive shipments (think: tons) of cocaine into the United States as part of their highly illegal and criminal syndicated conspiracy to bypass the Boland Amendments of Congress regarding Nicaragua. We know this to be fact, not a "conspiracy theory".

Washington D.C., 26 February 2004 - Diaries, e-mail, and memos of Iran-contra figure Oliver North, posted today on the Web by the National Security Archive, directly contradict his criticisms yesterday of Sen. John Kerry's 1988 Senate Foreign Relations subcommittee report on the ways that covert support for the Nicaraguan contras in the 1980s undermined the U.S. war on drugs.

Mr. North claimed to talk show hosts Hannity & Colmes that the Kerry report was "wrong," that Sen. Kerry "makes this stuff up and then he can't justify it," and that "The fact is nobody in the government of the United States, going all the way back to the earliest days of this under Jimmy Carter, ever had anything to do with running drugs to support the Nicaraguan resistance. Nobody in the government of the United States. I will stand on that to my grave."

The Kerry subcommittee did not report that U.S. government officials ran drugs, but rather, that Mr. North, then on the National Security Council staff at the White House, and other senior officials created a privatized contra network that attracted drug traffickers looking for cover for their operations, then turned a blind eye to repeated reports of drug smuggling related to the contras, and actively worked with known drug smugglers such as Panamanian dictator Manuel Noriega to assist the contras. The report cited former Drug Enforcement Administration head John Lawn testifying that Mr. North himself had prematurely leaked a DEA undercover operation, jeopardizing agents' lives, for political advantage in an upcoming Congressional vote on aid to the contras (p.121).

Mr. North's diary entries, from the reporter's notebooks he kept in those years, noting multiple reports of drug smuggling among the contras. A Washington Post investigation published on 22 October 1994 found no evidence he had relayed these reports to the DEA or other law enforcement authorities.
Memos from North aide Robert Owen to Mr. North recounting drug-running "indiscretions" among the contras, warning that a known drug-smuggling airplane was delivering taxpayer-funded "humanitarian aid" overseen by Mr. North.
Mr. North's White House e-mails recounting his efforts to spring from prison a Honduran general who could "spill the beans" on the secret contra war, even though the Justice Department termed the Honduran a "narcoterrorist" for his involvement in cocaine smuggling and an assassination plot.
Mr. North's White House e-mails and diary entries on his personal meeting on 22 September 1986 with Noriega, following up Noriega's offer to "take care of" the Sandinista leadership if the White House would help "clean up his image."

So. We have the Precedent that "elements within the U.S. government" would deliberately violate this nation's Drug War laws for the purpose of financing clandestine super-secret operations which Congress itself had forbidden. That is a "Conspiracy", is it not?  While this is not the same precedent which England established in the 1800s when the government in London proactively embraced international opium-smuggling as a part of its official "foreign policy" and "economic policy", the Iran-Contra-Mena/Florida/California dope-smuggling activities were an "acceptable" part of the CIA's plans for manipulating official State Department foreign "policy".

In other words, criminals inside our government were only too happy to smuggle tons of cocaine into the United States for their own purposes, and they used "national security" as the cloak behind which to hide their crimes. What is that if not evidence of a conspiracy? Again we note - conspirators have been discovered inside seats of the U.S. Federal government, and their crimes were covered-up initially under the guise of "national security". If I'm sounding redundant here, it's because certain government-apologists here seem to be having trouble getting the point. The point is, CRIMINALS have been found to operate inside the U.S. Federal government, in very high seats of the people's delegated powers. They have names, and they have been named in Congressional hearings, one hearing after another for decades and decades across recent American history.

Considering that, let's wrap up my proof of the topic by recalling something else, a document which we've been given by the detective work of one amazing man, Mr. Michael Ruppert of the "From The Wilderness" website. This is a Department of Justice document which was sent to the Director of the CIA under Ronald Reagan, telling the CIA that it did not need to report any drug-dealing by CIA agents under the rank of "Case Officer". That's right, the DOJ was telling CIA to go ahead and deal drugs as it wished, without having to worry about the DEA interferring. That is the window through which Adler Berriman (Barry) Seal, a known CIA asset operating out of Mena, Arkansas for Oliver North, flew in the tons of cocaine into Mena in the 1980s. I've archived the transcription of that document here at TMM, but I'll paste in the whole thang for the purposes of this thread.

Section 1.8 (B) of Executive Order 12333 tasks the Central Intelligence Agency to "collect, produce, and disseminate intelligence on foreign aspects of narcotics production and trafficking." Moreover, authorization for the dissemination of information concerning narcotics violations to law enforcement agencies, including the Department of Justice, is provided by sections 2.3 © and (j) and 2.6 (B) of the Order. In light of these provisions, and in view of the fine cooperation the Drug Enforcement Administration has received from CIA, no formal requirement regarding the reporting of narcotics violations has been included in these procedures. We look forward to the CIA's continuing cooperation with the Department of Justice in this area.

So there we have yet another undebatable proof that people inside the U.S. Federal government can and have conspired to commit crimes in a mysterious vortex of insanity protected by secrecy provided by the "National Security Act of 1947".

We have been sold a bill of goods which was not necessarily so good after all, and our dependency upon hydro-carbon fuels is now demonstrably an addiction which has everyone a bit concerned, all the more so since some people feel that there is but a finite supply of "oil" reserves available to planet earth, and that that finite supply shall induce yet more anxiety among planners with each passing day. As Mike Ruppert notes, you can't understand the truths of 911 unless you also look into drugs and oil. That is why I find it to be so important to review the surpressed history which has been withheld from the American people for more than half a century. It makes a big difference today when we notice that the British Empire indeed did establish banking and merchant and shipping and distribution networks  for massive illegal drug smuggling as part of its official "Foreign Policy" during the 1800s, because not only did that set the stage for the story of Charlie Soong and his family's incredible impact on 20th-Century China, it also established the precedent for America's subsequent take-over by CIA of global dope smuggling - only nowadays the smuggling is all kept secret under the "National Security Act of 1947". And again I remind us all that the British Intelligence agencies trained our CIA after it was created/written by two of Adolph Hitler's international lawyers, the Dulles brothers of Sullivan and Cromwell on Wall Street.

Whew!  I find that I must agree with Roy.  May I suggest reading FedEd by Alan Quist.  FedEd will open ones eyes as to what is happening to our educational system.  Perform a search on the book and its author, then dig a little deeper.

Bush & Bin Laden - George W. Bush Had Ties to Billionaire bin Laden Brood

The unexplained death of Salem, Osama bin Laden's oldest brother, in 1988, brought to an abrupt end a long and intriguing relationship between President Bush and the head of the bin Laden family fortune.

The world now associates the bin Laden name with Osama bin Laden, the prime suspect be hind the terror atrocities of Sept. 11. As President George W. Bush leads an intense international manhunt for Osama, few Americans realize that Osama's eldest brother, Salem, was one of Bush's first business partners.

A photograph from 1971 has surfaced and been printed in English papers showing Osama, age 14, and his brother Salem, age 19, enjoying a summer holiday at the Astoria Hotel in Falun, Sweden. Christina Akerblad, the hotel owner, told the Daily Mail, "They were beautiful boys, so elegantly dressed. Everybody loved them."

Osama embraced Islamic fundamentalism and is now the world's most wanted man. "Salem went on to become a business partner of the man who is leading the hunt for his brother," the Daily Mail's Peter Allen said. "In the 1970s, he and George W. Bush were founders of the Arbusto Energy oil company in Mr. Bush's home state of Texas."

President Bush and the bin Laden family have been connected through dubious business deals since 1977, when Salem, the head of the bin Laden family business, one of the biggest construction companies in the world, invested in Bush's start-up oil company, Arbusto Energy, Inc.

James R. Bath, a friend and neighbor, was used to funnel money from Osama bin Laden's brother, Salem bin Laden, to set up George W. Bush in the oil business, according to The Wall Street Journal and other reputable sources.

Through a tangled web of Saudi multi-millionaires, Texas oilmen, and the infamous Bank of Credit and Commerce International, Bush was financially linked with the bin Laden family until Salem met an untimely end in a freak flying accident near San Antonio in 1988.

The infamous BCCI was shut down in 1991 with some $10 billion in losses.
In June 1977, George W. Bush formed his own oil drilling company, Arbusto Energy, in Midland, Tex.

 "Arbusto" actually means "shrub" in Spanish, but the Bush family interpreted it as "bush".
Salem bin Laden, a close friend of the Saudi King Fahd had "invested heavily in Bush's first business venture," according to The Daily Mail (U.K.).

Arbusto later became Bush Exploration, when Bush's father became vice president. As the company neared financial collapse in September 1984, it was merged with Spectrum 7 Energy Corp. in an effort to stay afloat.

The 50 investors who propped up the Bush company with $4.7 million were "mainly friends of my uncle" who "did pretty good" in Bush's words, although they lost most of the money they invested in the company. Jon Bush, George's uncle, raised money for Arbusto from political supporters of the Reagan-Bush administration.

 "These were all the Bushs' pals," family friend Russell Reynolds told the Dallas Morning News in 1998. "This is the A-Team."

The "A-Team" limited partners contributed $4.67 million to various Bush funds through 1984 but got only $1.55 million back in profit distributions, and $3.9 million in tax write-offs.

William DeWitt and Mercer Reynolds, two staunch Reagan-Bush supporters, owned Spectrum 7.

Despite his poor track record, the owners made Bush president of the company and gave him 13.6 percent of the parent company's stock.

As the hard times continued, Spectrum merged with Harken Energy in 1986. In 1990, Harken received a contract from the government of Bahrain to drill for offshore oil although Harken Energy had never drilled a well overseas or anywhere in water.

"Knowledgeable oil company sources believe that the Bahrain oil concession was indeed an oblique favor to the president of the United States but say that Saudi Arabia (home of bin Laden) was behind the decision," according to The Outlaw Bank: A Wild Ride Into the Secret Heart of the BCCI, by Jonathan Beaty and S.C. Gwynne.

It raised oil-industry eyebrows when the Persian Gulf state announced it had chosen tiny Harken to explore an offshore site for gas and oil. Bahrain officials said they had no idea President Bush's son was associated with Harken, a claim oil-industry sources ridicule.
The Bahrain deal was brokered in part by Arkansas investment banker David Edwards, one of Bill Clinton's closest friends. The Bahrain oil project resulted in two dry holes and Harken energy abandoned the project.

Two months before Iraq invaded Kuwait, on June 20, 1990, the younger Bush sold two-thirds of his Harken stock, 212,140 shares at $4 a share-for a total of $848,560.
"That was $318,430 more than it was worth," Dr. Arthur F. Ide, author of George W. Bush: Portrait of a Compassionate Conservative, said. "George W. broke the law to do this since the transaction was an insider stock sale."

Eight days later, Harken finished the second quarter with losses of $23 million and the stock went "into a nosedive" losing 75 percent of its value, finishing the year at a little over $1 a share.

"Like his father who made his fortune in the oil business with the money of others, George W. founded Arbusto with the financial backing of investors, including James R. Bath," said the late James Howard Hatfield, author of a "controversial biography," Fortunate Son: George W. Bush and the Mak ing of an American President.

Hatfield, 43, was found dead of an apparent prescription drug overdose in a hotel room in Springdale, Ark. on July 18, 2001. Police declined to investigate.

Bath became friends with George W. during their days together in the Texas Air National Guard. Bath "confided that he was an original investor in George Bush Jr.'s oil exploration company," according to The Outlaw Bank.

Bath found investors for Arbusto and "made his fortune" by investing the money of two BCCI-connected Saudi sheiks, Khalid bin Mahfouz and Salem bin Laden. Mahfouz was one of the richest men in the world and a controlling shareholder in BCCI.

Bill White, a former real estate business partner of Bath, said: "He had put up $50,000 to help George, Jr., get started in oil business" at a time when "Bath had no substantial money of his own," according to The Outlaw Bank.

Bath received a 5 percent interest in two Arbusto-related limited partnerships controlled by Bush, although Bush told The Houston Post in 1990 that he had "never done any business" with Bath. However, Bush said Bath was "a lot of fun."

Bath told White that he was in the CIA and that "he had been recruited by George Bush himself in 1976 when Bush was director of the agency . . . he said Bush wanted him involved with the Arabs, and to get into the aviation business."

White contends that the Saudis were using Bath and their huge financial resources to influence U.S. policy during the Reagan and Bush administrations, according to the Houston Chronicle of June 4, 1992. Such representation by Bath would require that he be registered as a foreign agent with the Department of Justice, which he was not.

Shortly after Bush's father was appointed director of the CIA, Salem bin Laden appointed Bath as his business representative in Texas. According to The Houston Chronicle, Salem bin Laden, heir to one of the largest building companies in the Middle East, signed a trust agreement appointing Bath as his Houston representative in 1976.

In 1978 Bath purchased Houston Gulf Airport on behalf of Salem bin Laden. When bin Laden died in 1988, his interest in the airfield passed to bin Mahfouz.

There was also a political aspect to Salem bin Laden's financial activities, which played a role in U.S. operations in the Middle East and Central America during the 1980s,
according to Public Broadcasting's Frontline report.

As head of Binladen Brothers Construction (now the Binladen Group), a company that later helped build U.S. airfields during Operation Desert Storm, bin Laden was close to King Fahd of Saudi Arabia and "a good friend of the U.S. government," a San Antonio attorney, Wayne Fagan, who represented Salem bin Laden from 1982 to 1988, told the San Antonio Express-News.

When the family patriarch, Sheik Mohammed bin Laden, died in 1968, he left an industrial and financial empire and a progeny of 54 sons and daughters, the fruit of a number of wives. In 1972, Salem bin Laden, the oldest son, took over the estate as his father's successor, with the assistance of several brothers.

With over 40,000 employees, the Bin Laden Group is represented in the major cities of Saudi Arabia and the Arab capitals of Beirut, Cairo, Amman, and Dubai. The company builds highways, housing units, factories, hangars, and military bases, some of which are part of the U.S.-Saudi "Peace Shield" agreement.

The story of the Bush involvement with bin Laden and the BCCI scandal involves "trails that branched, crossed one another, or came to unexpected dead ends," according to The Outlaw Bank.


Salem bin Laden came to an "unexpected dead end" in a Texas pasture, 11 years after investing in Arbusto, when the ultralight aircraft he was flying crashed into power lines near San Antonio on Memorial Day, 1988.

On the morning of May 29, 1988, almost immediately after takeoff, Salem bin Laden's aircraft struck and became entangled in power lines 150 feet high before plunging to the ground.

"He was a very experienced pilot. He was a good pilot. We just can't understand why he decided to go right instead of left," recalled airstrip owner and former Marine Earl May field, who cradled bin Laden, bleeding from the ears.

That day, bin Laden took off in a southeasterly direction into the wind. He surprised onlookers by turning west to ward power lines less than a quarter-mile away.

"Nobody could figure out why he tried to fly over the power lines," said Gerry Auerbach, 77, of New Braunfels, a retired pilot.

 Bin Laden had more than 15,000 hours of flight experience.

The police report concluded "freak accident."


Small world, eh? Bush's first business was partnered with Osama's big brother, the man Bush has consistently refused to capture while making war illegally in Afghanistan and Iraq because of a terrorist act which Bush claimes Osama pulled off on 911. Interesting.....

What has the world of international finance to do with "Motive" here? For some excellent insight, let's consider some little-known history regarding FDR.  From this link on June 19, 2005:

Before reading the following, please pause to reflect upon the fact that Franklin Delano Roosevelt's grand-father managed the opium warehouses at Canton, China, for the Russell Company of Boston, a New England Tory family which ran opium into China for the British and which started at Yale University in 1832 what is called "The Russell Trust Association, Inc.", but which is popularly known as "Skull and Bones". Also, let us never forget that under Roosevelt the U.S. military broke the Japanese codes prior to the Japanese attack at Pearl Harbor. And one last thing - Colonel House is one of the guys who created the CFR.  

Let us also recall that Andrew Jackson was the only U.S. President in history to pay off the "national debt". He knew that the Rothschilds and Warburgs of Europe had silent ownership of the privately-held central bank in his day, and he fought them tooth and nail, and finally conquered them. He was a popular President, and his campaign slogan was "Jackson and NO BANK!" It took the bastards seventy-seven years to get another privately-held central bank into business with the U.S. government, which happened in 1913 when three U.S. Senators held a voice-vote in a vacated Senate floor to pass the Federal Reserve Act on the morning of December 23, 1913.

With that in mind, let's look into the life of FDR.


Roosevelts and Delanos

"The real truth of the matter is, as you and I know, that a financial element in the larger centers has owned the Government ever since the days of Andrew Jackson - and I am not wholly excepting the Administration of W.W.(Woodrow Wilson)* The country is going through a repetition of Jackson's fight with the Bank of the United States - only on a far bigger and broader basis."
 President Franklin Delano Roosevelt to Col. Edward Mandell House, November 21, 1933, F.D.R.: His Personal Letters (New York: Duell, Sloan and Pearce 1950), p. 373.

This book1 portrays Franklin Delano Roosevelt as a Wall Street financier who, during his first term as President of the United States, reflected the objectives of financial elements concentrated in the New York business establishment. Given the long historical association?since the late 18th century?of the Roosevelt and Delano families with New York finance and FDR's own career from 1921 to 1928 as banker and speculator at 120 Broadway and 55 Liberty Street, such a theme should not come as a surprise to the reader. On the other hand, FDR biographers Schlesinger, Davis, Freidel, and otherwise accurate Roosevelt commentators appear to avoid penetrating very far into the recorded and documented links between New York bankers and FDR. We intend to present the facts of the relationship, as recorded in FDR's letter files. These are new facts only in the sense that they have not previously been published; they are readily available in the archives for research, and consideration of this information suggests a reassessment of FDR's role in the history of the 20th century.

Perhaps it always makes good politics to appear before the American electorate as a critic, if not an outright enemy, of the international banking fraternity. Without question Franklin D. Roosevelt, his supporters, and biographers portray FDR as a knight in shining armor wielding the sword of righteous vengeance against the robber barons in the skyscrapers of downtown Manhattan. For instance, the Roosevelt Presidential campaign of 1932 consistently attacked President Herbert Hoover for his alleged association with international bankers and for pandering to the demands of big business. Witness the following FDR blast in the depths of the Great Depression at Hoover's public support for business and individualism, uttered in the campaign address in Columbus, Ohio, August 20, 1932:

Appraising the situation in the bitter dawn of a cold morning after, what do we find? We find two thirds of American industry concentrated in a few hundred corporations and actually managed by not more than five human individuals.
 We find more than half of the savings of the country invested in corporate stocks and bonds, and made the sport of the American stock market.
 We find fewer than three dozen private banking houses, and stock selling adjuncts of commercial banks, directing the flow of American capital.
 In other words, we find concentrated economic power in a few hands, the precise opposite of the individualism of which the President speaks.2

This statement makes Franklin Delano Roosevelt appear as another Andrew Jackson, contesting a bankers' monopoly and their strangle-hold on American industry. But was FDR also an unwilling (or possibly a willing) tool of the Wall Street bankers, as we could infer from his letter to Colonel Edward House, cited in the epigraph to this chapter? Clearly if, as Roosevelt wrote to House, a "financial element in the larger cities has owned the Government ever since the days of Andrew Jackson," then neither Hoover nor Roosevelt was being intellectually honest in his presentation of the issues to the American public. The gut issues presumably were the identity of this "financial element" and how and by what means it maintained its "ownership" of the U.S. Government.

Putting this intriguing question temporarily to one side, the pervasive historical image of FDR is one of a President fighting on behalf of the little guy, the man in the street, in the midst of unemployment and financial depression brought about by big business speculators allied with Wall Street. We shall find, on the contrary, that this image distorts the truth to the extent that it portrays FDR as an enemy of Wall Street; this is simply because most historians probing into Wall Street misdeeds have been reluctant to apply the same standards of probity to Franklin D. Roosevelt as to other political leaders. What is a sin for Herbert Hoover or even 1928 Democratic Presidential candidate Al Smith is presumed a virtue in the case of FDR. Take Ferdinand Lundberg in The Rich and the Super-Rich.3 Lundberg also looks at Presidents and Wall Street and makes the following assertion:

In 1928 Al Smith had his chief backing, financial and emotional, from fellow-Catholic John J. Raskob, prime minister of the Du Ponts. If Smith had won he would have been far less a Catholic than a Du Pont President....4

Now the Du Ponts were indeed heavy, very heavy, contributors to the 1928 Al Smith Democratic Presidential campaign. These contributions are examined in detail in this volume in Chapter 8, "Wall Street Buys the New Deal," and no quarrel can be made with this assertion. Lundberg then moves on to consider Smith's opponent Herbert Hoover and writes:

Hoover, the Republican, was a J. P. Morgan puppet; Smith his democratic opponent, was in the pocket of the Du Ponts, for whom J. P. Morgan & Company was the banker.

Lundberg omits the financial details, but the Du Ponts and Rockefellers are certainly on record in Congressional investigations as the largest contributors to the 1928 Hoover campaign. But Wall Street withdrew its support of Herbert Hoover in 1932 and switched to FDR. Lundberg omits to mention this critical and pivotal withdrawal. Why did Wall Street switch? Because, as we shall see later, Herbert Hoover would not adopt the Swope Plan created by Gerard Swope, long-time president of General Electric. By contrast, FDR accepted the plan, and it became FDR's National Industrial Recovery Act. So while Hoover was indebted to Wall Street, FDR was much more so. Arthur M. Schlesinger Jr. in The Crisis of the Old Order: 1919-1933 comes closer to the point than any establishment historian, but like other Rooseveltophiles fails to carry the facts to their ultimate and logical conclusions. Schlesinger notes that after the 1928 election the Democratic Party had a debt of $1.6 million and "Two of the leading creditors, John J. Raskob and Bernard Baruch, were philanthropic Democratic millionaires, prepared to help carry the party along until 1932".5 John J. Raskob was vice president of Du Pont and also of General Motors, the largest corporation in the United States. Bernard Baruch was by his own admissions at the very heart of Wall Street speculation. Schlesinger adds that, in return for Wall Street's benevolence, "they naturally expected influence in shaping the party's organization and policy."6 Unfortunately, Arthur Schlesinger, who (unlike most Rooseveltian biographers) has his finger on the very pulse of the problem, drops the question to continue with a discussion of the superficialities of politics?conventions, politicians, political give-and-take, and the occasional clashes that mask the underlying realities. Obviously, the hand on the purse ultimately decrees which policies are implemented, when, and by whom.

A similar protective attitude for FDR may be found in the four-volume biography by Frank Freidel, Franklin D. Roosevelt.7 Discussing the shattering failure of the Bank of the United States just before Christmas 1930, Freidel glosses over FDR's negligence while Governor of the State of New York. The Bank of the United States had 450,000 depositors, of which 400,000 accounts held less than $400. In other words, the Bank of the United States was a little man's bank. A report by Senator Robert Moses on the condition of an earlier banking failure?City Trust?had been ignored by Governor F. D. Roosevelt, who appointed another commission that produced milder recommendations for banking reform. Freidel poses the question:

Why had he [FDR] failed to fight through reform legislation which would have prevented the Bank of the United States debacle? These are sharp questions that critics of Roosevelt asked at the time and later.8

Freidel concludes that the answer lies in FDR's "personal confidence in the banking community." Why did FDR have this complete confidence? Because, writes Freidel,

Herbert Lehman was one of the soundest as well as politically the most liberal of Wall Street bankers; in banking matters Roosevelt seems to have followed Lehman's lead, and that was to cooperate as far as possible with the banking titans.9

This is something like saying that, if your banker is a liberal and loses your money, that's OK, because after all he is a liberal and a supporter of FDR. On the other hand, however, if your banker loses your money and happens not to be a liberal or a supporter of FDR, then he is a crook and must pay the price of his sins.

The four-volume Freidel biography has but a single chapter on FDR as "Businessman," the most space given by any major FDR biographer. Even Freidel reduces important ventures to a mere paragraph. For example, while the American Investigation Corporation venture is not named, an associated venture, General Air Service, is mentioned, but dismissed with a paragraph:

In 1923, together with Owen D. Young, Benedict Crowell (who had been Assistant Secretary of War under Wilson), and other notables, he organized the General Air Service to operate helium-filled dirigibles between New York and Chicago.10

We shall see that there was a lot more to General Air Service (and more importantly the unmentioned American Investigation Corporation) than this paragraph indicates. In particular, exploration of the Freidel phrase "and other notables" suggests that FDR had entree to and worked in cooperation with some prominent Wall Street elements.

Why do Schlesinger, Freidel, and other lesser FDR biographers avoid the issue and show reluctance to pursue the leads? Simply because, when you probe the facts, Roosevelt was a creation of Wall Street, an integral part of the New York banking fraternity, and had the pecuniary interests of the financial establishment very much at heart.

When the information is laid out in detail, it is absurd to think that Wall Street would hesitate for a second to accept Roosevelt as a welcome candidate for President: he was one of their own, whereas businessman Herbert Hoover had worked abroad for 20 years before being recalled by Woodrow Wilson to take over the Food Administration in World War I.

To be specific, Franklin D. Roosevelt was, at one time or another during the 1920s, a vice president of the Fidelity & Deposit Company (120 Broadway); the president of an industry trade association, the American Construction Council (28 West 44th Street); a partner in Roosevelt & O'Connor (120 Broadway); a partner in Marvin, Hooker & Roosevelt (52 Wall Street); the president of United European Investors, Ltd. (7 Pine Street); a director of International Germanic Trust, Inc. (in the Standard Oil Building at 26 Broadway); a director of Consolidated Automatic Merchandising Corporation, a paper organization; a trustee of Georgia Warm Springs Foundation (120 Broadway); a director of American Investigation Corporation (37-39 Pine Street); a director of Sanitary Postage Service Corporation (285 Madison Avenue); the chairman of the General Trust Company (15 Broad Street); a director of Photomaton (551 Fifth Avenue); a director of Mantacal Oil Corporation (Rock Springs, Wyoming); and an incorporator of the Federal International Investment Trust.

That's a pretty fair list of directorships. It surely earns FDR the title of Wall Streeter par excellence. Most who work on "the Street" never achieve, and probably never even dream about achieving, a record of 11 corporate directorships, two law partnerships, and the presidency of a major trade association.

In probing these directorships and their associated activities, we find that Roosevelt was a banker and a speculator, the two occupations he emphatically denounced in the 1932 Presidential election. Moreover, while banking and speculation have legitimate roles in a free society? indeed, they are essential for a sane monetary system?both can be abused. FDR's correspondence in the files deposited at the FDR Library in Hyde Park yields evidence?and evidence one reads with a heavy heart?that FDR was associated with the more unsavory elements of Wall Street banking and speculation, and one can arrive at no conclusion other than that FDR used the political arena, not the impartial market place, to make his profits.11

 So we shall find it not surprising that the Wall Street groups that supported Al Smith and Herbert Hoover, both with strong ties to the financial community, also supported Franklin D. Roosevelt. In fact, at the political crossroads in 1932, when the choice was between Herbert Hoover and FDR, Wall Street chose Roosevelt and dropped Hoover.

Given this information, how do we explain FDR's career on Wall Street? And his service to Wall Street in creating, in partnership with Herbert Hoover, the trade associations of the 1920s so earnestly sought by the banking fraternity? Or FDR's friendship with key Wall Street operators John Raskob and Barney Baruch? To place this in perspective we must go back in history and examine the background of the Roosevelt and Delano families, which have been associated with New York banking since the 18th century.


The Delano family proudly traces its ancestors back to the Actii, a 600 B.C. Roman family. They are equally proud of Franklin Delano Roosevelt. Indeed, the Delanos claim that the Delano influence was the predominant factor in FDR's life work and accounts for his extraordinary achievements. Be that as it may, there is no question that the Delano side of the family links FDR to many other rulers and other politicians. According to the Delano family history,12 "Franklin shared common ancestry with one third of his predecessors in the White House." The Presidents linked to FDR on the Delano side are John Adams, James Madison, John Quincy Adams, William Henry Harrison, Zachary Taylor, Andrew Johnson, Ulysses S. Grant, Benjamin Harrison, and William Howard Taft. On the Roosevelt side of the family, FDR was related to Theodore Roosevelt and Martin Van Buren, who married Mary Aspinwall Roosevelt. The wife of George Washington, Martha Dandridge, was among FDR's ancestors, and it is claimed by Daniel Delano that Winston Churchill and Franklin D. Roosevelt were "eighth cousins, once removed."13 This almost makes the United States a nation ruled by a royal family, a mini monarchy.

The reader must make his own judgment on Delano's genealogical claims; this author lacks the ability to analyze the confused and complex family relationships involved. More to the point and without question, the Delanos were active in Wall Street in the 1920s and 1930s and long before. The Delanos were prominent in railroad development in the United States and abroad. Lyman Delano (1883-1944) was a prominent railroad executive and maternal grandfather of Franklin D. Roosevelt. Like FDR, Lyman began his career in the insurance business, with the Northwestern Life Insurance of Chicago, followed by two years with Stone & Webster.14 For most of his business life Lyman Delano served on the board of the Atlantic Coast Line Railroad, as president in 1920 and as chairman of the board from 1931 to 1940. Other important affiliations of Lyman Delano were director (along with W. Averell Harriman) of the Aviation Corporation, Pan American Airways, P & O Steamship Lines, and half a dozen railroad companies.

Another Wall Street Delano was Moreau Delano, a partner in Brown Brothers & Co. (after 1933 it absorbed Harriman & Co. to become Brown Brothers, Harriman) and a director of Cuban Cane Products Co. and the American Bank Note Company.

The really notable Delano on Wall Street was FDR's "favorite uncle" (according to Elliott Roosevelt), Frederic Adrian Delano (1863-1953), who started his career with the Chicago, Burlington and Quincy Railroad and later assumed the presidency of the Wheeling & Lake Erie Railroad, the Wabash Railroad, and in 1913 the Chicago, Indianapolis and Louisville Railway. "Uncle Fred" was consulted in 1921 at a critical point in FDR's infantile paralysis attack, quickly found Dr. Samuel A. Levine for an urgently needed diagnosis, and arranged for the special private train to transport FDR from Maine to New York as he began the long and arduous road to recovery.15

In 1914 Woodrow Wilson appointed Uncle Fred to be a member of the Federal Reserve Board. Intimate Delano connections with the international banking fraternity are exemplified by a confidential letter from central banker Benjamin Strong to Fred Delano requesting confidential FRB data:16

 December 11, 1916
 My Dear Fred: Would it be possible for you to send me in strict confidence the figures obtained by the Comptroller as to holdings of foreign securities by national banks? I would be a good deal influenced in my opinion in regard the present situation if I could get hold of these figures, which would be treated with such confidence as you suggest.
 If the time ever comes when you are able to slip away for a week or so for a bit of a change and rest, why not take a look at Denver and incidentally pay me a visit? There are a thousand things I would like to talk over with you.

Following World War I Frederic Delano devoted himself to what is euphemistically known as public service, while continuing his business operations. In 1925 Delano was chairman of the League of Nations International Committee on opium production; in 1927 he was chairman of the Commission on Regional Planning in New York; he then became active in sponsoring the National Park Commission. In 1934 FDR named Uncle Fred Delano as chairman of the National Resources Planning Board. The Industrial Committee of the National Resources Planning Board, which presumably Frederic Delano had some hand in choosing, was a happy little coterie of socialist planners, including Laughlin Currie, Leon Henderson, Isador Lublin (prominent in the transfer of industrial technology to the USSR in the pre-Korean War era), and Mordecai Ezekiel. The advisor to the Board was Beardsley Ruml.

Then from 1931 to 1936, while involved in socialist planning schemes, Delano was also chairman of the board of the Federal Reserve Bank of Richmond, Virginia. In brief, Frederic Delano was simultaneously both capitalist and planner.

Delano left a few writings from which we can glean some concept of his political ideas. There we find support for the thesis that the greatest proponents of government regulation are the businessmen who are to be regulated, although Delano does warn that government ownership of railroads can be carried too far:

Government ownership of railroads is a bugaboo which, though often referred to, the public does not demand. If government ownership of railways comes, it will come because the owners of railways prefer it to government regulation, and it will be a sorry day for the republic when regulation is carried to such an extreme that the owners of the railways are unwilling to accept any longer the responsibilities of management.17

However, in another book, written about 20 years later, Delano is much more receptive to government planning:

A big problem in planning is that of educating the people. If the public only realized that there can be social gains from directed effort, and that the time to accomplish most by planning comes before the need of making changes are manifested, the other problems of planning could be more easily solved.18


The above brief classification of the problem involved in planning serves as a basis for indicating the need for both direct and indirect social control. Very few people really know the best use of land for their own advantage, to say nothing of planning its use for the common good. Institutions have done a great deal in educating farmers how to plan individual farms, and yet many of the farms in this country are poorly organized.19

In brief, the Delano side of the family has undertaken capitalist enterprises and has Wall Street interests going well back into the 19th century. By the 1930s, however, Frederic Delano had abandoned capitalist initiative for socialist planning.


Franklin Delano Roosevelt was also descended on the Roosevelt side from one of the oldest banking families in the United States. FDR's great-grandfather James Roosevelt founded the Bank of New York in 1784 and was its president from 1786 to 1791. The investment banking firm of Roosevelt & Son of New York City was founded in 1797, and in the 1930s George E. Roosevelt, FDR's cousin, was the fifth member of the family in direct succession to head the firm. So the New York City banking roots of the Roosevelt family extend without interruption back into the late 18th century. In the industrial sphere James Roosevelt built the first American sugar refinery in New York City in the 1740s, and Roosevelts still had connections with Cuban sugar refining in the 1930s. FDR's father, also named James Roosevelt, was born at Hyde Park, New York in 1828 into this old and distinguished family. This James Roosevelt graduated from Harvard Law School in 1851, became a director of the Consolidated Coal Company of Maryland and, like the Delanos in subsequent years was associated with the development of transportation, first as general manager of the Cumberland & Pennsylvania Railroad, and then as president of the Louisville, New Albany & Chicago Railroad, the Susquehanna Railroad Co., Champlain Transportation Co., Lake George Steamboat Co., and New York & Canada Railroad Co. James Roosevelt was also vice president and manager of the Delaware & Hudson Canal Co. and chairman of the Maritime Canal Company of Nicaragua, but most significantly was an organizer of the Southern Railway Security Company, established in 1871 and one of the first of the security holding companies formed to buy up and consolidate railroads. The Southern Railway Security Company was a consolidation or cartelization scheme similar in its monopolistic principle to the trade associations formed by Franklin D. Roosevelt in the 1920s and to the National Recovery Act, another cartelization scheme, of the New Deal. James Roosevelt's second wife was Sara, daughter of Warren Delano, and their son was Franklin Delano Roosevelt, later President of the United States.

Franklin was educated at Groton and Harvard, then went on to Columbia Law School. According to his son Elliott,20 FDR "never graduated or took a degree, but he was able to pass his New York State bar examination."21 FDR's first job was with the old established downtown law firm of Carter, Ledyard and Milburn, whose principal client was J. Pierpont Morgan, and in three years FDR worked his way up from minor legal research posts to the firm's municipal court and admiralty divisions. We should note in passing that, when FDR first went to Washington D.C. in 1916 to become Assistant Secretary of the Navy, it was Thomas W. Lamont?international banker and most influential of the Morgan partners?who leased the FDR home in New York.22

There were other Roosevelts on Wall Street. George Emlen Roosevelt (1887-1963) was a cousin of both Franklin and Theodore Roosevelt. In 1908, George Emlen became a member of the family banking firm Roosevelt & Son. In January 1934, after passage of FDR's Banking Act of 1933, the firm was split into three individual units: Roosevelt & Son, with which George Roosevelt remained as a senior partner, Dick & Merle-Smith, and Roosevelt & Weigold. George Emlen Roosevelt was a leading railroad financier, involved in no fewer than 14 railroad reorganizations, as well as directorships in several important companies, including the Morgan-controlled Guaranty Trust Company,23 the Chemical Bank, and the Bank for Savings in New York. The full list of George Emlen's directorships at 1930 requires six inches of small print in Poor's Directory of Directors.

Another Morgan-associated Roosevelt was Theodore Roosevelt, 26th President of the United States and the grandson of Cornelius Roosevelt, one of the founders of the Chemical National Bank. Like Clinton Roosevelt, whom we shall discuss later, Theodore served as a New York State Assemblyman from 1882-1884; he was appointed a member of the U.S. Civil Service Commission in 1889, Police Commissioner of New York City in 1895, and Assistant Secretary of the Navy in 1897; and was elected Vice President in 1900 to become President of the United States upon the assassination of President McKinley in 1901. Theodore Roosevelt was reelected President in 1904, to become founder of the Progressive Party, backed by J. P. Morgan money and influence, and so launched the United States on the road to the welfare state. The longest section of the platform of the Progressive Party was that devoted to "Business" and reads in part:

We therefore demand a strong national regulation of interstate corporations. The corporation is an essential part of modern business. The concentration of modern business, in some degree, is both inevitable and necessary for national and international business efficiency.

The only really significant difference between this statement backed by Morgan money and the Marxian analysis is that Karl Marx thought of concentration of big business as inevitable rather than "necessary." Yet Roosevelt's Progressive Party plugging for business regulation was financed by Wall Street, including the Morgan-controlled International Harvester Corporation and J. P. Morgan partners. In Kolko's words:

The party's financial records for 1912 list C. K. McCormick, Mr. and Mrs. Medill McCormick, Mrs. Katherine McCormick, Mrs. A. A. McCormick, Fred S. Oliver, and James H. Pierce. The largest donations for the Progressives, however, came from Munsey, Perkins, the Willard Straights of the Morgan Company, Douglas Robinson, W. E. Roosevelt, and Thomas Plant.24

There is, of course, a long Roosevelt political tradition, centered on the State of New York and the Federal government in Washington, that parallels this Wall Street tradition. Nicholas Roosevelt (1658-1742) was in 1700 a member of the New York State Assembly. Isaac Roosevelt (1726-1794) was a member of the New York Provincial Congress. James I. Roosevelt (1795-1875) was a member of the New York State Assembly in 1835 and 1840 and a member of the U.S. House of Representatives between 1841 and 1843. Clinton Roosevelt (1804-1898), the author of an 1841 economic program remarkably similar to Franklin Roosevelt's New Deal (see Chapter 6) was a member of the New York State Assembly in 1835. Robert Barnwell Roosevelt (1829-1906) was a member of the U.S. House of Representatives in 1871-73 and U.S. Minister to Holland 1888-1890. Then, of course, as we have noted, there was President Theodore Roosevelt. Franklin continued the Theodore Roosevelt political tradition as a New York State Senator (1910-1913), Assistant Secretary of the Navy (1913-1920), Governor of the State of New York (1928-1930), and then President (1933-1945).

While FDR was in office, other Roosevelts assumed minor offices. Theodore Roosevelt, Jr. (1887-1944) was a member of the New York State Assembly from 1919 to 1921 and then continued the virtual Roosevelt Navy monopoly as Assistant Secretary of the Navy from 1921 to 1924, Governor of Puerto Rico from 1922 to 1932, and Governor General of the Philippines from 1932 to 1933. Nicolas Roosevelt was Vice Governor of the Philippines in 1930. Other Roosevelts have continued this political tradition since the New Deal era.

An alliance of Wall Street and political office is implicit in this Roosevelt tradition. The policies implemented by the many Roosevelts have tended toward increased state intervention into business, desirable to some business elements, and therefore the Roosevelt search for political office can fairly be viewed as a self-seeking device. The euphemism of "public service" is a cover for utilizing the police power of the state for personal ends, a thesis we must investigate. If the Roosevelt tradition had been one of uncompromising laissez-faire, of getting the state out of business rather than encouraging intervention into economic activities, then our assessment would necessarily be quite different. However, from at least Clinton Roosevelt in 1841 to Franklin D. Roosevelt, the political power accumulated by the Roosevelt clan has been used on the side of regulating business in the interests of restricting competition, encouraging monopoly, and so bleeding the consumer in the interests of a financial élite. Further, we must consider the observation conveyed by Franklin D. Roosevelt to Edward House and cited in the epigraph to this chapter, that "a financial element in the large centers has owned the government ever since the days of Andrew Jackson." Consequently, it is pertinent to conclude this introductory chapter with the 1943 observations of William Allen White, an honest editor if ever there was one, who made one of the best literary critiques on this financial establishment in the context of World War II; this, it should be noted, was after ten years of FDR and at the peak of Roosevelt's political power:

One cannot move about Washington without bumping into the fact that we are running two wars?a foreign war and a domestic one.
 The domestic war is in the various war boards. Every great commodity industry in this country is organized nationally and many of them, perhaps most of them are parts of great national organizations, cartels, agreements, which function on both sides of the battle front.
 Here in Washington every industry is interested in saving its own self. It wants to come out of the war with a whole hide and with its organization unimpaired, legally or illegally.
 One is surprised to find men representing great commodity trusts or agreements or syndicates planted in the various war boards. It is silly to say New Dealers run this show. It's run largely by absentee owners of amalgamated industrial wealth, men who either directly or through their employers control small minority blocks, closely organized, that manipulate the physical plants of these trusts.
 For the most part these managerial magnates are decent, patriotic Americans. They have great talents. If you touch them in nine relations of life out of ten they are kindly, courteous, Christian gentlemen.
 But in the tenth relation, where it touches their own organization, they are stark mad, ruthless, unchecked by God or man, paranoics, in fact, as evil in their design as Hitler.
 They are determined to come out of this war victorious for their own stockholders?which is not surprising. It is understandable also for Hitler to desire to come out of this war at any cost victorious for the German people.
 But this attitude of the men who control the great commodity industries, and who propose to run them according to their own judgment and their own morals, do not make a pretty picture for the welfare of the common man.
 These international combinations of industrial capital are fierce troglodyte animals with tremendous power and no social brains. They hover like an old silurian reptile about our decent more or less Christian civilization?like great dragons in this modern day when dragons are supposed to be dead.25

The author is interested only in establishing the relationship between Wall Street and FDR and drawing conclusions from that relationship. Whew!  I find that I must agree with Roy.  May I suggest reading FedEd by Alan Quist.  FedEd will open ones eyes as to what is happening to our educational system.  Perform a search on the book and its author, then dig a little deeper.
