On reading this, my first thought:  What is so special about police and local "officials"?  An attempt at justification talks about "death threats".  However, "death threats" and "insults" are vastly different, let's not "muddy the waters".  Maybe this is just one more attempt to make people see police as "special", "to be revered" and somehow better than anyone else.

A town in southwestern Quebec criminalized online insults of police and municipal officials after the town-council voted unanimously in favor of the measure yesterday.

Citizens could face fines of up to $1000 for a first offense, and up to $2000 for a second.

The move came after town officials discovered a Facebook page critical of town police, called Les policiers zélé de Granby, (The Zealous Police of Granby) which has over 7000 likes.

Deputy Mayor Robert Riel conflated insults with threats when he voiced his support for the law.

They believe they are "special." That's all it takes... as long as they can get away with it. Actually, making public insults to these people is pretty silly. Doesn't stop them and gives them an excuse to be pigs. What's the point? Seems to me there are far better things to do with our time and efforts.
