Rotoscope software?

Any suggestions on software to produce images similar to the rotoscope software used in the production of Linklater's A Scanner Darkly?  Or perhaps suggestions on ways to accomplish a similar graphic effect?

Basically, I'm working with stills--a combination of photos, line drawings, and paintings--and want to use the software to create a consistent effect across the various media.  End product will be stills, so I don't really need the animation aspect of it.

I found a Script-Fu script for applying a rotoscope effect from within Gimp. Haven't tried it, nor do I know how to install such a script without looking for docs. I DO see a "Script-Fu" item at the bottom of the "Filters" menu in my Mac version of Gimp (2.8.14). Selecting "Console" from that menu gives me a TinyScheme listener, where I can "Browse..." for scripts.
