Well, mostly, sort of. Still it is a move in the right direction. States are waking up.

"Today, civil asset forfeiture officially ends in Nebraska as reforms to asset forfeiture laws passed in the spring go into effect. Under the new law, the state can no longer take property without a criminal conviction. The legislation also takes on federal forfeiture programs by banning prosecutors from circumventing state laws by passing cases off to the feds in most situations."

Yes, good. I'm sure the 95% or so conviction rate won't slow the forfeiture down too much...

Killing one or a thousand mosquitoes is always a good thing... you just have to remember that there are billions of them still alive afterwards. sigh

"This is the practice of "law enforcement" to seize drugs, money, vehicles, and anything else related to the trafficking of drugs without charging the owner of the property with a crime.

It becomes the responsibility of the person whose property was seized to prove that their property is “innocent”.  One can just imagine a bulb lighting up in the mind of a Drug Warrior when attempting to cook up another method of fighting the Drug War: “hey, why don’t we just TAKE their stuff?”  And take stuff they did.
According to this report by the Institute for Justice, from the time the Assets Forfeiture Fund was created in 1984 to 2008, deposited funds have exploded to $1 billion in net forfeitures.
The names of civil asset forfeiture cases are bizarre, and a person with a functioning sense of morality and justice can smell a rat a mile off.  Names such as “United States vs. $10,500 in US currency” are typical of civil forfeiture cases, and many of those who fall victim to this practice rarely have the resources to prove their property innocent.

Is property entitled to a trial by jury? It would be easy to make a laughing stock out of the absurdity.

The article didn't state WHO got those billions, or WHERE it's applied.......ssshhhh don't ask too many questions, you'll get a visit!
And we're supposed to accept this BS? Are they paying taxes on this  stolen cash? Or is it considered a gift from the public?

Trial?    We don't get no stinkin' trial!
