There is this:  http://gen.lib.rus.ec/

I use it for the research papers and scientific articles mostly, but there are both fiction and non-fiction books in pdf/epub formats.  The search engine isn't the greatest, for papers or articles I find it easier to use duckduckgo to find the title of what I'm looking for first then go there and search by title.

Legality is unclear, although I haven't attempted to investigate that fully.  I treat it like torrent downloads, only via a vpn/proxy and TOR just to be safe(r).

The search engine is indeed finicky, but at least it's there. Maybe the modern day library of Alexandria won't get torched like its predecessor
