I suspect is does apply to vehicles on private property, not parked on streets.
You folks in Wyoming better nip this in the bud now. If it passes, it will be the start of a slippery slope to complete hellish tyranny over what you can do on your own property.
Because that's the situation where I am, statist hell. My town recently passed laws prohibiting "junk" cars, and "junk" boats, stored anywhere outside on private property. And they have greatly expanded the definition of "junk." To include a flat tire or cracked window. Or a vehicle that is unregistered. That's right, even a new car in perfect condition will be called "junk" if the owner is not paying money to the government for registration. And, in my state, if you have a current registration, you also have to have liability insurance, even if the car is never driven on the street, because they can get you through the mail (random proof of insurance checks by mail). So, to avoid being in noncompliance here, you have to pay both the government and the insurance company. And the town passed this law despite objections from citizens.
I suspect the motive for these laws is the desire to be a modern, high-falutin city. One that has standards, and doesn't allow the rabble to keep "unsightly" items in their yards. Maybe to attract the yuppies, who will vote for every tax levy?
60 years ago, my town was relatively free, kind of like Wyoming is now. Gradually, over the years, our property rights have been eroded. You have to stop the tyrants at the first step on the road to hell, or they will build law upon law to the point where you are slaves.
