The guy knows who has been naughty and who has been nice.
He is likely more motivated to punish evildoers than nearly anybody else they could put at the helm.
He certainly understands the terrain.
Leadership skills are well proven.

Bonus points: Stalwarts would be dancing in the streets.

Yeah, that'd be a good move.  He'd be unlikely to set anyone up for prosecution, knowing what it feels like and how easy it is to wreck someone's life.

No. Only a pipe-dream.  While I would LOVE to see many horrid heads roll, I will be surprised if they do.
