No Charges in Toe-licking Incident 10-year-old boy told Carroll County sheriff’s investigators Wednesday his teacher allowed other children at school to force him into having inappropriate physical contact with her.
Denise Strozier, the child’s mother, wants the teacher -– Jody Kilpatrick of Temple Elementary School -– fired.
“Outrage doesn’t begin to describe how I feel right now,” she said. “It’s like a game to her, it’s a joke to her.”
The child told investigators other children physically restrained him and forced him to kiss his teacher’s feet, while the teacher allowed it to happen.
Chief Deputy Brad Robinson told 11Alive News that investigators have concluded, preliminarily, that the teacher's intent was not criminal because there is no evidence she sought to derive any sexual gratification, which he said is key to prosecutors seeking to prove wrongdoing in such cases involving teachers and children.
Submissive and humiliating maybe, but not criminal.
