I agree Julio but I think a small rural county would be better because often county laws/rules override a towns laws/rules.

maybe, but there has to be a starting place.
start with one town then another, before long you got the county too.

Sometime after the first few pages of dialog, I started a thread called “Libertyville Sheriffs Dept.” where I attempted to define a concept where a whole county was libertarian/anarchist/capitalist and also was a hopeful PR concept. It was a fun place to visit.
